Early Times Report
Jammu, Feb 5: Despite cancelation of Departmental Promotion Committee (DPC) by Health and Medical Education department, the influential undeserving doctors are still holding higher posts in their respective departments in Government Medical College and Hospital, though they do not fulfill the requisite eligibility.
According to Health and Medical Education department order number 605 HME/ 2014 dated 20/10/2014 promotion orders of more than 10 doctors who got promoted through DPC was cancelled. "Following, Public Service Commission (PSC) recommendations to issue order of cancellation of Departmental Promotion Committee (DPC), the department of Health and Medical Education, October 20, 2014 cancelled the same and forwarded orders to Principal GMC Jammu", sources said, adding that the orders have not been adhered to as yet. Sources said that in violation of the service rules, some blue eyed doctors in GMCH Jammu were holding the position of senior doctors notwithstanding the rejection of their promotions by HME by followed by the PSC in June 2014. "Promotion cases of these doctors were placed before the DPC on June 3, 2014 at Srinagar and subsequently approved but the PSC rejected the promotion cases while scrutinizing the cases. During scrutiny, it was found that the promoted doctors were not eligible for elevation," they added. They further said that in a humiliating situation in SSH Jammu, some senior doctors were reportedly forced to report before their juniors, putting them in a total awkward situation. They alleged that top brass in Health and Medical Education Department with the connivance of the former ministers were deferring action on the PSC recommendations as regards the cancellation of promotion orders of doctors. When contacted, Principal GMC Dr Ghanysham Dev Gupta feigned ignorance over the issue. "I'm not aware about it", he said. But the sources asserted that the order is gathering dust in the office of principal, as the copy was sent to Principal GMCH.
