For 4 yrs Law Deptt fails to update website
Voluntary Disclosure under RTI?

Jammu, Feb 25: Law Department of J&K Government whose officers are supposed to be well versed with the provisions of different laws have not updated the official website of J&K Law Department (www.jklaw.nic.in) from last 4 years vis a vis expenditure incurred on various constructions and purchases made by the department.
Details available with Early Times reveal that information about expenditure incurred on different constructions undertaken by the Law Department until March 2015 has been made available on its official website , but from March 2015 till date the details are not at all available. This is clear violation of section 4 of J&K RTI Act 2009. The law department has been constructing several court complexes across state and all the expenditure incurred is to be made pro actively available , but the same is only available on the official website of law department until March 2015. From March 2015 till date no details have been uploaded on the website which is violation of RTI Act.
The deadline for making voluntary disclosure by public authorities has already expired last year in September and majority of public authorities are yet to adhere to this important provision of the RTI law. As per reliable sources , majority of the Government websites have not been updated aftermath of the CIC's March 17 order wherein Sept 30th was given deadline to the Public Authorities for making voluntary disclosure of information.
As already reported State Chief Information Commissioner (CIC) Khurshid Ahmad Ganai while acting against the public authorities for not implementing the RTI Act particularly not adhering to pro activedis closure (under section 4 (1) (b) ) and digitization of record had issued a notice directing them to take necessary steps to make voluntary disclosure of information through official websites by of before June 30th This deadline was extended to September 30th 2017. On the direction of Chief Information Commissioner (CIC) State Information Commission (SIC) vide its notification No : SIC /J/15/2009 -11 /148-80 Dated 17.3.2017 had directed the public authorities which includes mostly Govt organizations to make voluntary disclosure of information under section 4 (1) (b) of State RTI Act 2009 by of before June 30th or face action.
" I haven't seen majority of official websites being updated. The information which was there on the official websites in March 2017 is still there without any additions . The section 4 (1) (b) column is as it is and no extra information has been added particularly to the officials websites of various districts and several administrative departments that includes J&K Law Department as well " said Mohammad Ramzan Khan Secretary General J&K RTI Movement.
For 5 years former Chief Information Commissioner (CIC) G R Sufi struggled to get Government record digitised and updating the same on official websites of various public authorities but in-spite of his five year struggle , the Voluntary disclosure of Information remains a challenging task for the State Information Commission (SIC).
