JU authorities fail to recover excess drawl from wife of NTEU's ex-president

Jammu, Feb 25: The administration of University of Jammu is seemingly putting every effort to get a blue eyed employee benefitted as is evident from the record obtained through reply of an RTI application.
It will not be out of place to mention here that the said employee happens to be the wife of ex-president, Non-Teaching Employees Union (NTEU) of the Jammu University, presently an Assistant Registrar. "The case of Sushma Sahi, Head Assistant, University of Jammu, regarding counting of service rendered by her in the Ministry of Defence, Government of India was referred to various committees", said highly placed sources in Jammu University.
"On the request of Sushma Sahi, the University administration has been deliberating over the matter since 2013 by referring the case to the University Syndicate, office of the Financial Advisor (Universities), Grievance Redressal cell of the University, Committee of the Senior Officers," further said the sources.
He maintained that the request of Sushma Sahi has been turned down by the Office of the Financial Advisor (Universities) from time to time and advised the University to recover the excess drawl of pay from the incumbent/s from the date of her joining and deposit the same into the University chest immediately under intimation to this office in order to save the Government exchequer vide communication no. FA-JU/263.com/14dated: 18.07.2014.
Astonishingly, till date no recovery has been made so far and instead the University discussed the case at various levels, of course under the influence of the ex-president, NTEU, said sources.
They further said that influenced by the strenuous efforts of the University authorities, the other Financial Advisor (Universities) without taking into consideration the earlier communication dated: 18.07.2014 of the then FA (Universities) BB Vyas, advised the University of Jammu otherwise.
In this regard, the note of Assistant Registrar (Estab.) clarified that the service rendered by Sushma Sahi in the Ministry of Defence, is not required to be liable to be counted for pensionary benefits in the light of article 185 D (II) as she will have 28 years, 10 months and 26 days upto the date of her retirement in the University of Jammu. However, the maximum qualifying service for eligibility for full pensionary benefits has been reduced to 20 years as per notification bearing No. A/18(2009)-B-390 dated: 22.05.2017 issued by the Commissioner Secretary to Government, Finance Department, Government of Jammu and Kashmir.
The University authorities are expected to make the recoveries of excess drawl of pay from the incumbent/(s), from the date of joining of the official and deposit the same into the University Chest immediately in the light of communication of FA (Universities) dated: 18.07.2014.
