Rules trashed, resources drained for 'befitting' farewell to superannuating director | | | Early Times Report jammu, Feb 28: In another instance of draining off tax payers' money, officials from Jammu and Kashmir Entrepreneurship Development Institute (JKEDI) from Kashmir Valley were asked to come to Jammu to bid grand farewell to the director. Insiders told Early Times that hundreds of employees working across Kashmir Valley in different districts including of the head office were asked to move to Jammu on working days so that a grand farewell is accorded to the JKEDI Director who attained his superannuation on Wednesday February 28. Furthermore, the officials asked to attend the farewell weren't even directed to submit any leave and station permission as required in the Civil Service Rules for the government employees. Rather, for attending the farewell, the officials were assured that they will be considered to be on duty and hence entitled to the Travel Allowance- the expenditure of which shall be borne from the state exchequer. Sources informed that even the organisers asked the employees to contribute Rs 3000 per head for the grand farewell of the outgoing director. Insiders believe that the rules were thrown to the wind when employees who draw their salaries out of the tax payers' money were asked to come to Jammu during duty hours and that too without any leave. "How could an official be considered to be present on duty when he/ she is attending an un-official function. And when an official is travelling out of the station on duty, He/ She is entitled to TA which will be given from the state exchequer. This is simply violation of Standard Operating Procedure," insiders divulged. It was informed further that the move to take out employees from the functional offices of the JKEDI in Kashmir Valley to attend the farewell party was uncalled for. "There are hundreds and thousands of the unemployed youth for whom the EDI is a nursery of dreams. For a mere farewell, how could the higher ups ask the employees to shut offices and participate in the farewell party? The employees who attended the party would be absent from their offices for three days on an average. The irony is that these employees have been assured that they will be considered on duty," said an official seeking probe into the incident. |
