Aggrieved candidates seek investigation into final HNM select list

SRINAGAR, Feb 28: The coalition government has been accused of appointing scores of influential and low merit candidates to the post of Health and Nutrition Mobilizer (HNM) in the Social Welfare Department. The State Mission Director, ICDS (J&K State Child Development Society) invited application forms from eligible candidates of J&K State for contractual post of Nutrition Mobilizer and Data Entry Operator, vide advertisement no: 02-SDM OF 2016 Dated 23-09-2016.
The advertisement notice said that selection of the candidates shall be made on the basis of merit as per aggregate score of points assigned to qualification experience and interview that was distributed as 45 points for basic qualification that is Graduation on pro rata basis, 15 points for special qualification for the post, 15 points for experience in the relevant failed ( 02 points for each year experience up to maximum 15 points), computer knowledge and experience 05 points and for interview there were 20 points, where as there were total 100 points.
According to sources that for Health and Nutrition Mobilizer there are 141 posts for each ICDS Projects, for example in Budgam district there are eight projects out of 80 candidates 8 candidates were shortlisted.
Recently State Mission Director, ICDS issued a final selection list of Health and Nutrition Moblizer vide there order no: 231 SMD OF 2018 Dated 24-02-2018, with reference to advertisement no: 02 of 2016 dated 23-09-2016, Govt order no: 362-SW of 20-17 dated 19-12-2017 and DD ICDS letter no: DDK/ICDS/5238-41 Dated 24-02-2018.
Sources while talking to Early Times said that, "There is clear nepotism and favoritism in this recruitment process by selecting blue eyed candidates who are close relatives of ruling dispensation. The low merit candidates have been selected, it clearly shows that the deserved candidates were shown the doors, where as influential got in.
"In district Budgam (Block Chadoora), a candidate was figuring at the first four serial nos according to merit in the shortlist. However during the interview process, first 2 candidates did not appear in the said interview, thereby pushing other candidates on top of the ten shortlisted candidates" said sources.
A candidate wishing not be named said that the interview remained best and satisfactory but according to him, "the candidate who was figuring at s.no 7 was selected despite possessing a fake experience certificate and low merit".
According to the candidates, there must be a thorough probe and enquiry and quashing of the said list ensuring a transparent selection process.
However sources further said that there are scores of applicants who had applied for this post, even though some of them were having as M.Phil in Social Work, Masters in Sociology, and Masters in Social Work and work experience not even shortlisted.
Applicant was dropped from the previous ICPS selection list too. When he raised voice against that he was threatened by some people and he is still fighting the case alone, said sources.
RTI and Anti Corruption Activist Rasikh Rasool while commenting on the issue said "Due to these backdoor or rigged appointments, youth of J&K is feeling uncertainty which in fact is a danger sign; spirit of democracy seems under threat.
There must be an investigation and transparent probe into the fake appointment list so that, the deserving candidates will get their right, said Rasikh.
Sources further said that, in Project Kupwara some of the relatives of politicians and workers were selected for the said post.
The candidates have appealed the Chief Minister, Mehbooba Mufti to intervene into the matter and order for a probe and high level investigation into the selection process.
