Land Acquisition for SR Road in Budgam

Srinagar, Mar 23: As the Government has finalized the process of acquiring land for Semi Ring Road (SR Road), the Assistant Commissioner Revenue (ACR) Budgam who is also the Collector Land Acquisition has denied some official record to the affected farmers who sought the same under Right to Information Act (RTI). Sources say that not even a single document, notification, beneficiary list of compensation received on account of fruit bearing and non fruit bearing trees is available on any of the official websites of Government.
When farmers sought copies of notifications under various sections , and copies of communication between Collector LA Budgam (ACR) and National Highway Authority of India (NHAI) , the same was out rightly denied by the ACR Budgam Abdul Hamid Zargar under the pretext that he is not the designated PIO.
"It is irony that ACR is not aware of J&K RTI Act 2009 which completed 9 years of its enactment in J&K recently. If he is not the designated PIO the officer should have informed the RTI applicants details of the PIO who looks after Revenue and Land Acquisition matters." said RTI activist Susheel Kumar while talking to Early Times.
Pertinent to mention that Jammu & Kashmir High Court in an interim direction recently has directed Government to pay compensation to affected farmers as per the October 4th 2017 communication between National Highway Authority of India (NHAI) & Government through Deputy Commissioner Budgam. Pertinently NHAI had told DC Budgam on October 4, 2017 that they are ready to pay compensation as per the Central Land Acquisition Act of 2013 ie 4 times than market value of land .
After being given lukewarm response by the Government and National Highway Authority of India (NHAI) , farmers affected by land acquisition for Semi Ring Road in Kashmir valley had filed a petition before the J&K High Court Srinagar, seeking 4 times compensation than market value of land.
