Home Ministry mulling hike in ex-gratia for terror victims

Jammu, Mar 23: The Union Home Ministry is contemplating hiking the ex-gratia for victims of terrorism or Pakistani firing to Rs 20 lakh. The ministry will pitch in the resources under the Security Related Expenditure (SRE).
According to sources, the hike is under serious consideration after some state ministers objected to hike under the 'surrender policy' to be announced by the PDP headed government, which it is insisting has to be undertaken at costs.
"The issue has been raised before the Home Minister and has been discussed by the Chief Minister.
The Home Ministry is considering the hike in the ex-gratia and the gap from the present to the proposed new one will be filled by the Home Ministry under the SRE," said a top official.
The sources said that the Home Ministry believes that since most of the expenditure on state police and security related are covered under the SRE, so covering or brining this into its ambit would not be much of the problem.
According to the sources, since the CM has insisted that there should not be any roll back on this proposed and the state unit fearing that it could cost it politically, the home ministry is seriously considering this proposal to arrive at via media.
"The covering of the hike in ex-gratia by Centre would be win-win proposition for both the parties since both can claim to cater to their respective constituencies.
It's politically important for both the parties as it can shut the voices of the opposition, which had of late been leaving no stone unturned to widen the gap between the two parties," said the senior official.
The sources said backchannel and secret meetings between senior leaders of the two parties have been held to iron out the differences and arrive at a consensus before the issue is blown out of proportion.
