Ex-PCC secy finds faults in PCC, AICC polls

Jammu, Mar 23: A former Secretary of J&K Pradesh Congress Committee (JKPCC) has alleged that gross violations of the party's constitution were committed during PCC and All Indian Congress Committee elections in the state.
Hukam Chand Sharma, who is also party delegate from Nagrota Gujroo block, alleged that the constitution of party was "virtually thrown to the dustbin to adjust some relatives of senior leaders" besides some newcomers in the AICC and PCC.
Invoking Congress Party's constitution and rules amended during 83rd plenary session held on 18-20 December 2010, Sharma said that as per Article XI of PCC, the PCC members shall be elected through election from each block by Block Committee. Instead of conducting elections, he said, members were nominated.
There are 148 blocks and 87 constituencies for which equal number of members must be elected by PCC-nominated 517 PCC members, Sharma said, adding that prior to elections to PCC, the BCC must be conducted. "But no block or district committee elections were conducted," he said.
He alleged that as per the constitution, every PCC member should be permanent member of his/her block. "But more than 75 percent of new PCC members are nominated from other areas, which were not of their residence."
"Each PCC member shall be a delegate and member of Block Congress committee. There are however so many members who are neither delegates nor BCC members. They include Ashok Sharma from Rajouri proper, Farooq Lone from Rajouri, Nanak Chand from Baggan, Master Tasadaq from Rajouri, Rakesh Wazir and his wife from Katra", Sharma said, adding that these names are just the tip of the iceberg.
Sharma said AICC president Rahul Gandhi is against family adjustments in the party, but son of party president, son of Abdul Majid Wani, son of Sharief Niaz, wife of Rakesh Wazir and many others got their family members adjusted in PCC, he said.
He said that as per party's constitution, 1/8th of PCC members are to be AICC members from state, but the PCC president nominated 80 AICC members. "As per party's constitution, the PCC and AICC members must attend the AICC session and only they can attend the session. But out of present members more than 50 percent PCC and AICC members have never attended the session and even some have no knowledge because they are new comers," he said.
Sharma said that there were many people in the party who were actually working for other parties and were now hell bent on spoiling the Congress party. "But state leaders were unbothered about the same. I have also written to Rahul Gandhiji to look into the discrepancies in PCC, AICC elections and appealed him to take necessary steps to rejuvenate the party at grass roots level", he said.
Meanwhile, refuting the allegations of violation of constitution, JKPCC spokesperson Ravinder Sharma said that probably the member was unaware about the increase in CD blocks. With the permission of competent authority, the blocks have been increased to over 370, whereas there was also provision of co-opting of the members, he said.
"Everything is done as per the permission of competent authorities and there is no question of any violation," the spokesperson said, adding that though he was unaware about all the allegations, so he could not reply word to word.
"Every party members has right to project his grievances with the party high command, and if the member has already taken up the matter with party high command, the competent authority will definitely reply", Ravinder Sharma said, adding that the member should desist from going public over any grievance and should raise issue at appropriate platform of the party.
