Pak wants not bilateral talks but conflict on border
3/23/2018 11:29:18 PM
The United Nations has been taking note of the security scenario in Kashmir, it has not properly taken note of the preconditions imposed by India for the resumption of bilateral dialogue. Had the UN been aware of these conditions it would not have been particular about the talks between India and Pakistan to resolve various issue that have started mounting conflict. And India's precondition can be summed up in one line. New Delhi has told Islamabad that it was prepared to reopen the channels of bilateral talks provided Islamabad stopped exporting terror to Jammu and Kashmir. Also India has suggested to Pakistan that for motivating New Delhi for resuming talks with Islamabad Pakistan should stop pushing groups of militants into Kashmir. And instead of stopping export of terror to Kashmir Pakistani troops have resorted to incessant ceasefire violations which have resulted in migration of several thousand border villagers to safer places. Not only this several citizens and security personnel have been either killed or injured. That is the reason for India to shut its door for dialogue and Pakistan rakes up the Kashmir issue without ever trying to resolve it through bilateral dialogue. And in fact Islamabad wants to attract world attention to the issue by resorting to ceasefire violations which are aimed at pushing groups of militants into Jammu and Kashmir and for bleeding India.
UN chief Antonio Guterres is following the situation in Kashmir closely and encourages a dialogue between India and Pakistan to settle any outstanding differences. The Secretary-General made the comment while responding to a question on the tensions between India and Pakistan over the Kashmir issue. Obviously, the UN is following the situation there as closely, as it always has done, and the UN would encourage dialogue between the parties to settle any outstanding differences. On whether the Secretary General has talked with the Prime Minister’s of Pakistan or India, Dujarric said there is "nothing to report" on that currently. In the past, the Secretary General's response to the situation in Kashmir, has repeatedly said that Guterres follows the situation in the region closely. The UN chief reiterated his call for India and Pakistan to find a peaceful solution through engagement and dialogue to resolve the Kashmir issue. This is what Pakistan wants. It wants to catch the attention of the UN to the growing conflict so that the UN is ready to either intervene or mediate.
But India has made it clear that since the Kashmir issue is bilateral and needs to be debated and discussed during talks with Pakistan and there is no room for a third-party intervention or mediation. And India has made it specific that it will not allow even the UN to mediate or intervene in the matter. But on the other hand Pakistan is keen to motivate either the US or the UN to mediate or intervene so that the ticklish issue of Kashmir was resolved. And it is amazing that Pakistan and its supporters want India to implement UN resolutions on Kashmir that was adopted in 1948. As per the resolutions India had to allow people of Jammu and Kashmir the right of self-determination so that the issue was settled through a plebiscite. But the same Pakistan which is clamouring for implementation of the UN resolutions had failed to withdraw its troops deployed in Pakistan Occupied Kashmir which formed a vital clause of the resolution. This way Pakistan has been a defaulter and now it is trying to convince the super powers and the UN that India has defaulted by not implementing the UN resolution. This way Pakistan is not interested in settling the Kashmir issue and wants to keep the guns roaring on the LoC and on the IB.
