Despite demolition orders, illegal construction continue on holidays

Jammu, Apr 1: Under the nose of District administration Kathua, an illegal structure continues to be raised by the violators, despite official order of its demolition issued five months back.
According to the documents in possession of Early Times, the office of Municipal Council Kathua vide order number MC-K/2017/1969-72 dated 31/10/2017, issued a notice under section 12(3) of the J&K Control Building Operation Act. 1998.
The order was issued against Balbir Singh son of Krishan Singh resident of Village Janglote tehsil and district Kathua, for the construction of a shop at Ward number 4, Krishna Colony near Mahakleshwar Mandir Kathua.
The order reads, "Whereas vide show cause notice No. MC-K/2017/1496 dated 28/7/2017, you were asked to explain as to why the Khilafwarzi/violation committed by you in raising the unauthorized building without permission of the competent authority should not be demolished. The said notice was duly served upon you as required under law".
"Now therefore in exercise of powers conferred U/s 12(3) of the J&K State Control Building Operation Act, 1998 and the authority is satisfied that the construction of your building is in contravention of provisions of the Act and the bylaws which is a major violation and accordingly, you are directed to demolish the building/remove the contraventions within a period of five days from the date of this notice failing which the said unauthorized construction shall be demolished by the Municipal Council after the expiry of the above said period and the expenses incurred for the same shall be recovered from you as arrears of the land revenue", the order further read.
The locals informed Early Times that with active connivance of various officials, the violators have been raising the structure. "Today on April 1, it was Sunday and they are reportedly given green signal by district administration officials to raise construction and they did the same", the locals said, while sharing the photographs of the shop construction work.
The locals alleged that the MC Kathua has been giving false information to Director Urban Local Bodies as well as the district administration has deliberately turned silent over the issue due to reasons best known to the officials concerned.
