Jammu, Apr 1: The directions passed by the Deputy Commissioner Kishtwar to remove the illegal water connections from the gravity lines in Kishtwar town and its peripheries after massive public protest and outcry, the officials of PHE Sub Division Kishtwar today expressed their inability to remove the illegal water connections due to ongoing water crises in the District. As per the details available with "Early Times" the Assistant Engineer (AE) of PHE Sub Division Kishtwar in his communication to Assistant Executive Engineer PHE Sub Division Kishtwar while submitting daily progress report on disconnection of illegal water connection and plugging of leakages in section-B of Matta zone stated that it was difficult to remove the illegal connections as the whole Gravity Main is underground that too maximum portion below pacca path. "We also tried to ascertain from locals but nobody is ready to reveal the truth" read the communication adding that the leakages at the two spots were plugged. In another development on this front, AEE PHE Sub Division Kishtwar vide letter No. PHE/HR/SDK/499-24 Dated 31-3-2018 constituted 26 member teams headed by AE Saqib Ahmed Qazi beside two JEs Nisar Ahmed and Shiv Kumar for carrying out the drive to remove illegal water connections in the town and its adjoining areas.
After unearthing the spending of Rs. 1.85 Crore on repairing of 3 stage HRT water lifting scheme in Kishtwar by the hydraulic division Kishtwar without yielding any fruitful results, the Early Times accessed more documents pertaining to spending another Rs 1 lacs on restoration of the HRT water lifting scheme in the year ending March 2016.
As per the document available with the "Early Times" the Hydraulic Division Kishtwar spent Rs. 30 lacs on Water Lifting scheme thus the total amount spent on this prestigious water supply scheme in two years was 2.15 Crore during 2015-16 and 2016-17 which is in addition whopping Rs. 139.168 lacs on various water supply schemes, mostly falling in Kishtwar constituency represented by BJP MLA and MoS Sunil Sharma.
The sources said that Executive Engineer Hydraulic Division Kishtwar made payments of around Rs. 5 Crore in the month of March 2018 on account of various works done, the majority of which are said to be executed without inviting any tenders.
