APD's top most babu authorizes computer operator to strike deals with officials in lieu of money

srinagar, July 30: There seems to be complete mess at the Agriculture Production Department (APD) in Civil Secretariat as allegations of large scale corruption have surfaced at the department.
Sources told Early Times that a computer operator posted in the APD has been entrusted with the responsibility of taking the money from the officials who want to get their 'illegitimate' works done after paying money. The computer operator has turned out to be a 'broker' in deals between the officials and the department.
"The computer operator has the mandate from the top most babu in the department to strike deals with the officers and officials who want to get their jobs done. Since the babu cannot take the money from the stakeholders he has authorized the computer operator to strike deals and then receive the money," said sources.
Sources said that the computer operator is attached with the babu ever since he joined as Food, Civil Supplies and Consumer Affairs as the top most babu in that particular department. The computer operator has turned out to be lucky mascot for the babu and he does not want him to serve in any other department.
"The top most babu in the department after receiving a good sum from an Agriculture Extension Assistant (AEA) changed the cadre of official from non-gazetted to gazetted. It was only hue and cry from the gazetted officers that the order was revoked, but by then the money had landed in the pockets of babu and the computer operator," said sources.
Sources said that a Subject Matter Specialist (SMS) paid a hefty sum towards the APD babu so that he becomes a Joint Director in the department. They said that post of Joint Director was virtually put to 'auction' and was allotted to the official who turned out to be highest bidder in the whole process.
'The babu has made a policy statement that 1200 appointments would be in the APD and allied branches of the department. Following this he has been asking heads of different allied branches of the department to adjust his own people. Despite their reservations some of the officers are paying heed to the diktats and are adjusting the blue-eyed boys. These appointments have been made in lieu of deals struck with the beneficiaries by the APD through lucky mascot," said sources.
In the meantime, majority of gazetted officers are unhappy with the administrative department of APD over the messy state of affairs. The gazetted officers want Governor Narendra Nath Vohra led State Administrative Council to intervene in the matter and take appropriate steps in order to stem the rot at Agriculture Production Department.
