'PDD throws SPA norms to winds'
Spends Rs 9 Cr on expansion of resources

Jammu, Oct 5: The Power Development Department has allegedly spent Rs 9 crore, meant for restoration and re-building of damaged infrastructure in power sector post flood, on augmentation of its own resources, in utter violation of Special Plan Assistance from Government of India.
Sources told Early Times that out of Rs 1000 crore released by Government of India to the State under Special Plan Assistance (SPA) for re-building damaged infrastructure post flood in 2014, the State Government sanctioned Rs 178 crore to Power Development Department in 2015 for re-building of infrastructure in the Power Sector for permanent restoration of flood damaged infrastructure in the State.
They further said that there were certain conditions and restrictions on the expenditure of the funds which envisaged that the funds would be utilized as per Detailed Project Report /Project Reports approved by the competent authority and there would be no diversion of funds from one scheme/component to another.
"It further reveals that the works are carried out after having photographs of site before and after execution and that the works/ projects are not funded from any other funds/source," they informed.
Sources further maintained that the department brushing aside the strict guidelines under SPA, it spent the funds to the tune of Rs 9 crore on purchasing items such as power transformers, hydraulic cranes, excavators, and utilized on renovation of distribution transformers, repair of workshops/buildings and normal repairs and maintenance works which were not directly associated with the floods in Jammu region just to increase its resources.
"It was observed that PDD augmented its resources and infrastructure rather than on re-building infrastructure directly damaged by the floods which were the objectives of SPA, which defeated the purpose of the financial assistance released by GoI and resulting the restoration works of many damaged projects could not carried out due to negligence of the department," they alleged.
