Mandated by PC, cabinet gives nod to J&K Property Tax Board | 3 retd officers re-appointed, Basharat too gets 'bonanza' again | | Early Times Report Jammu, Aug 16: The cabinet today gave formal sanction to setting up of J&K Property Tax Board, a step which was mandated by the Planning Commission sometime back in order to have a system of imposition of property tax which is in place in the other states of the country. While the Government by mere according sanction to constitution of this Board would be able to fetch some tangible fiscal gains from the Planning Commission, in the process of doing so it has created a liability for itself in appointing at least three retired bureaucrats, one as Chairman and two as the members of the Board. In the cabinet meeting held today, in all four retired bureaucrats saw their fate shining again as approval was granted without any resistance to their reappointment in various capacities. Jeet Lal Gupta, a senior IAS officer who is to retire by the month end, that is on August 31 this year has been chosen as the officer who will head the Property Tax Board of J&K to be set up any time, approval having been accorded to it as also to the appointment of its tow more members. However, fingers will not be pointed against Jeet Lal Gupta neither from opposition nor from common people. For it is widely known that Jeet Lal Gupta is an honest person and his re appointment would prove to an asset rather than a liability to the government.The members too would actually be re appointed as both are retired officers. Farhat Tasneem, retired Law Secretary and Kachoo Isfandyar Khan, retired IAS officer, would be the two members whose names got nod from the state cabinet today. It was however decided that the Board would be serviced by the General Administration Department. Not only these three officers got immediate re employment but one more senior officer saw repetition of the reward he got two years back. Basharat Dhar who retired over two years back as GAD Commissioner /Secretary was immediately adjusted by the NC led Government on the coveted post of Managing Director J&K State Power Development Corporation. In the cabinet meeting today Basharat has been appointed as Chairperson of J&K State Electricity Regulatory Commission (SERC), a double bonanza which he got from the NC led coalition Government in less than three years. Basharat's appointment after appointment on the covetted posts suggests only two things- either he on account of his capabilities has proved that he is an indispensable officer without whom Electricity Department's covetted postings and functioning cannot run or there is actually bankruptcy of bureaucrats in the J&K which leaves Omar Abdullah led Government with no choice other than taking him on board again. Another major, rather a valid reason is the generally seen in rewarding the officers in lieu of the 'services' they have done in various capacities. Whether the three officers appointed with Property Tax Board are also indispensable or the Government has no officers available from the existing lot of serving officers, as is the argument put forth by some in justifying such re appointments made by the Government is question that comes to fore but these re appointments would certainly stir up a debate among the opposition and people as well , particularly in the backdrop of the fact the Government on the floor of the Assembly had committed that it will stop the policy of re employment and no officer would be given extension in services nor given any fresh posting after reaching superannuation. The fact remains that Government has once again flouted its own commitment that too made in the Assembly. For whatever 'compulsions' , the Government shall have to explain this step. |
