CAPD vows to please private companies
Since 2006, bread rates not fixed; companies charging exorbitantly: RTI

Jammu, Apr 16: The Consumer Affairs and Public Distribution Department has not fixed the rates of bread since 2006 with a sole motive of benefitting some private companies, revealed an RTI filed by RTI activist Darvinder Singh 'Musafir'. Musafir had filed an RTI application through which he came to know that price of bread before 28-01-2006 were Rs 7/ 400gms & after 28-01-2006 the price of bread remained the same but the weight of a regular loaf of bread was reduced from 400gms to 300gms.
As per SO: 145(E) of 1990 dtd. 15-02-1990, CAPD department has to fix the rate of notified essential commodities which includes bread also.
It is the responsibility of CAPD department to fix the price of bread & issue the rate list of bread.
Through the RTI, he came to know that since 28-01-2006, no fresh rate list has been issued by CAPD. A meeting was convened vide no. DCAPDJ/EC/2009/521-531 dated 15-12-2009 but, no decision has been taken in the meeting. After the meeting it was assured that the department may take into consideration the fixing of rates of bread shortly but nothing was done, said the RTI activists. Further the RTI activist alleged that the CAPD department has not received any application from the bread manufacturers from 01-04-2010 to 23-01-2014. In between these years no new rate list was issued but private marketing companies like BONN increased the rate on their own.
Regarding this issue the RTI activists filed a complaint in CM grievance cell & CAPD department but the activist is yet awaiting the reply. The activist visited the office on 12-4-2014 and was assured that action will be taken in this matter. He again visited the office on 15-04-2014 but was not allowed to enter the premises of CAPD office.
The activist in the complaint has tried to know from Chief Minister about the nexus being run by the private companies with the CAPD department and the inaction of CAPD to review the rate lists.
