As Doda-Udhampur goes to votes; Kishtwar violence, Kitchloo's induction major issues

KISHTWAR, Apr 16: Like other parts of Udhampur-Doda parliamentary seat spread over 20 assembly segments of six Districts of Jammu region, communally sensitive Districts of Kishtwar and Doda are all set to vote in tomorrow's election.
If the observers are to be believed, among various issues raised by various political parties during election campaign in all the 20 assembly segments, but the main issue that is likely to play key role in tomorrow's voting are the August 9 riots which took place last year in Kishtwar and arrest of encounter specialist cop Shiv Krishan Sharma by Doda police in an fake case.
Arrest case of encounter specialist cop was the first incident that soaked the seed of hatred between the two communities of eeriest while Doda Districts as both the communities were divided over the issue as members of Muslim community welcome the arrest of Shiv Krishan Sharma, while members of Hindu community along with BJP termed the arrest of Sharma as politically motivated and launched a massive agitation against the government and against the officials of Jammu and Kashmir police officials involve in framing the cop in said case.
After wide spread protest over the arrest of encounter specialist cop, the Gool firing incident and mask man terror add fuel to the situation and anger among within both the communities were seen smearing beneath which finally comes to the fore in the form of last year August 9Kishtwar violence resulted into the killing of three persons beside wide scale loot and arson of government and private property.
Kishtwar violence issue sparks a massive debate not only in Jammu and Kashmir, but in entire nation after BJP raises the issue in the Parliament and stall the proceedings of both Lok Sabha as well as the Rajya Sabha forcing Minister of State for Home Sajjad Ahmed Kichloo to resign, beside led to the constitution of One man Justice R C Gandhi Commission who after preliminary investigation on the bases of the various statements gives clean chit to Kichloo and held administration guilty of lapse.
On the bases of Justice Gandhi Commission, Chief Minister Omar Abdullah later reinstated Sajjad Ahmed Kichloo as minister. Clean chit to Kichloo and his reinstating in council of minister receive sharp criticism from BJP who held state wide protest against Kichloo's re-induction and clean chit and somehow manage to polarize the situation that force the Congress party to file Union Health Minister Ghulam Nabi Azad from Udhampur-Doda-Kathua seat.
Keeping in view of sensitive nature of Kishtwar District having 1,54,274 registered voters in 225 polling stations of two constituencies of Kishtwar and Inderwal. Out of 225 polling station, 76 were declared as Hyper Sensitive while 114 polling stations as sensitive and 35 as normal. Elaborated security arrangements have also been put into place to thwart any untoward incident in the entire Doda region, particularly in communally sensitive Kishtwar District.
It was not only Kishtwar violence and arrest of encounter specialist cop, Two Kathua terror strikes in last one year resulted into the killing of over one dozen civilian and security personnel also plays an important role in polarizing the situation in Jammu province.
It is pertinent to mention that there are fourteen candidates were in ferry including Prof Bhim Singh (JK Nationalist Panthers Party), Dr Jitendra Singh ( Bhartiya Janta Party ), Dharam Pal Balgotra ( Bahujan Samaj Party), Ghulam Nabi Azad ( Indian National Congress), Mohammad Arshad Malik ( People Democratic Party), Amrit Barsha ( Samajwadi Party), Anil Khajuria ( All J&K Kissan Mazdoor Party), Jagdish Kumar ( Jai Maha Bharath Party), Kanchan Sharma ( Bhartiya Bahujan Party), Girdhari Lal ( Bhartiya Bahujan Party), Anil Kumar Gupta ( Independent), Bansi Lal ( Independent), Sham Lal ( Independent) and Nazakat Hussain ( Independent), but the main context on this seat is between BJP's candidate Dr. Jatindra Singh and Congress candidate Ghulam Nabi Azad.
