Jammu, Apr 17: The government has effected transfer/posting of KAS officers vide Government Order No.424-GAD of 2014, dated 17.04.2014. The transfers/postings, the orders says , have been effected in the interest of administration against the available vacancies in the Special Scale of KAS, on stop-gap basis, in their own pay and grade: Consequent upon the above, the following transfers and postings are hereby ordered with immediate effect, reads the government order.
Salma Hamid, KAS, Director, Handicrafts, J&K, is transferred and posted as Additional Commissioner in the office of Divisional Commissioner, Kashmir, against an available vacancy. Parvaiz Iqbal Khateeb, KAS, Additional Commissioner, Commercial Taxes (Administration), Jammu, is transferred and posted as Director, Technical Education, J&K, against an available vacancy.
Mohammad Saleem Shisghar, KAS, Secretary, J&K State Vigilance Commission, is transferred and shall await further orders of adjustment in the General Administration Department.
Rachna Sharma, KAS, Joint Director, Handicrafts, Jammu, is transferred and posted as Administrator, Associated Hospitals, Jammu, against an available vacancy.
Leena Padha, KAS, Additional Secretary to Government, Department of Tourism and Culture, is transferred and posted as Special Secretary to Government, Agriculture Production Department.
Kusum Badyal, KAS, Joint Registrar, Cooperatives (Special), Jammu, is transferred and posted as Additional Director, Handlooms, against an available vacancy.
Vivek Sharma, KAS, Deputy Commissioner, Commercial Taxes (Recoveries), Jammu, is transferred and posted as Additional District Development Commissioner, Samba, against an available vacancy.
T.K. Bhat, KAS, Deputy Commissioner, Commercial Taxes (Vigilance and Inspection), Jammu, shall hold the charge of the post of Deputy Commissioner, Commercial Taxes (Recoveries), Jammu, in addition to his own duties, till further orders.
Mohammad Hussain Mir, KAS, Joint Director, Tourism, Kashmir, is transferred and posted as Deputy Commissioner (Central) in the office of Financial Commissioner, Revenue, against an available vacancy.
Shabir Hussain Bhat, KAS, Deputy Director, Tourism, Kashmir, shall hold the charge of the post of Joint Director, Tourism, Kashmir, in addition to this own duties, till further orders.
Tariq Hussain Ganai, KAS, Chief Executive Officer, Tourism Development Authority, Gulmarg, is transferred and posted as Director, Handicrafts, J&K, vice Ms. Salma Hamid.
Tufail Matoo, Managing Director, J&K Cable Car Corporation, shall hold the charge of the post of Chief Executive Officer, Tourism Development Authority, Gulmarg, in addition to his own duties, till further orders.
Showkat Aijaz Bhat, KAS, Additional Secretary to Government, Finance Department, is posted as Director, Finance and ex-officio Special Secretary to Government, Finance Department, against an available vacancy.
Nisar Ahmad Wani, KAS, Additional Secretary to Government, Revenue Department, is transferred and posted as Special Secretary to Government, Department of Rural Development and Panchayati Raj.
Jatinder Singh, KAS, Director, Land Management, Jammu Development Authority, is transferred and posted as Secretary, J&K State Vigilance Commission, vice Mr. Mohammad Saleem Shisghar.
Ravi Kumar Bharti, KAS, Collector, Land Acquisition, Jammu Development Authority, shall hold the charge of the post of Director, Land Management, Jammu Development Authority, in addition to his own duties, till further orders.
Anoo Malhotra, KAS, Deputy Commissioner, Commercial Taxes (Audit), Jammu, is transferred and posted as Additional Commissioner, Commercial Taxes (Administration), Jammu, vice Mr. Parvaiz Iqbal Khateeb.
P.K. Bhat, KAS, Deputy Commissioner, Commercial Taxes (Appeals), Jammu, shall hold the charge of the post of Deputy Commissioner, Commercial Taxes (Audit), Jammu, in addition to his own duties, till further orders.
Manmohan Singh, KAS, Additional Secretary to Government, Planning and Development Department, is transferred and posted as Joint Director (Administration) in the Directorate of Consumer Affairs and Public Distribution, Jammu, against an available vacancy.
It is further ordered that:
(i) none amongst the above officers, under orders of transfer, shall be assigned or allowed to perform any election related assignment/duty till completion of the General Elections to the House of People - 2014.
(ii) the officers namely Mr. Rajinder Singh Tara, KAS, Mr. Munir-ul-Islam, KAS, and Mr. Sajad Hussain Ganai, KAS, figuring at S. No. 4, 8 and 12 of para 1 respectively, shall continue at their present places of postings as Additional Deputy Commissioners and perform election related duties assigned to them. They shall, however, hold the charge of the post of ADDCs of their respective districts, in addition to their own duties, till further orders. Their superior claims shall be protected while making regular promotions.
The above arrangement is purely temporary, which shall not confer any right on the incumbents to claim preferential treatment for their promotion, as and when the same is made in accordance with the provisions of the Jammu and Kashmir Administrative Service Rules, 2008. It shall also be subject to the outcome of writ petition(s), including LPA SW No. 20/2014 titled State of J&K and others Vs Tanveer Iqbal and others, pending consideration before competent Court(s).
