Contractors flay Govt for unpaid bills | Official apathy | | Shakeel A Khan
SRINAGAR, Apr 17: The state government has failed to address the problems of the contractors and has turned this group of people from A to D class citizens. The contractors are up in arms in protest against the government while seeking early redressal of their grievances. The 2013-2014 Financial Year is already over but bills worth crores of rupees are pending with different departments. It seems that crisis will not end soon since the government is in the election mood. The works executed during the last financial year have not been paid for up to this date. "During the last financial year I executed many works as I am a contractor by profession. A contractor faces a lot for want of money in needy situations. Material alone is a big problem which you can get only through the down payments which is beyond the capacity of the contractors," said Ghulam Ahmad from Lar, Ganderbal. A contractor's job is a time bound exercise, but he becomes helpless when the money is not readily available. In today's material world nobody comes forward for help. Contractors bear the cash crunch and also have to come alive to the pressure situations which are exerted by the higher ups. "When a contractor gets some work, there is time limit for its completion. The contractors find themselves in a very tight situation when the pockets get exhausted. The pending bills for the already executed works also add to the existing problems," said Abdul Rashid from Naidgam, Budgam. As the contractors fail to persuade the authorities for the payment of the bills, it lands them in deep trouble. It adversely affects the work and life of the contractors, leading them to many professional and domestic problems. 'Our repeated pleas have failed to move the government and our bills are yet to be cleared. They make us to frequent the offices. We virtually look like beggars and often our pleas go waste," said Mohammad Shafi Khan from Sanat Nagar. The contractors' community works under pressure situations, either departmental or climatic in nature. Be it hostile weather or departmental apathy, the contractors have to meet the deadline. But when the department is needed to help them, it fails. "I regret being a contractor. It is totally a disgusting job. The contractor cannot meet the legitimate demands of his family. He can neither support the schooling of his children nor can he manage a bigger affair like that of the marriage of his children," said Abdul Rehman Sofi from Soibugh, Budgam. |
