In election season, education takes a backseat | | | Bashir Assad SRINAGAR, Apr 17: Though with the commencement of Lok Sabha elections in the country, the Government departments generally function in low key in the garb of 'model code of conduct', the Education Department in Jammu and Kashmir has become a casualty due to official apathy. The Education Department - at both Secretariat level and the Board of School Education (BOSE) - has been rendered headless, and adhocism rules the roost. Secretary Education HK Singh (IAS) had been holding the additional charge of Chairman BOSE for about one year following the repatriation of the then Chairman Dr Sheikh Bashir to the Higher Education Department. Very recently, Singh has been sent on central deputation-cum-higher study for one year to New Delhi. The scenario now is that instead of appointing a regular Education Secretary, the Government has yet again resorted to adhocism. The additional charge of the Education Department and also Board of School Education has been given to Principal Secretary Home Suresh Kumar (IAS). It is worth mentioning here that Suresh Kumar happens to be the Convener of the search-cum-selection committee for the Chairman and Secretary of the State Board of School Education. The other members of the committee are Satish Nehru (Secretary HUD), Secretary Higher Education Sheikh Mushtaq, HK Singh (formerly Secretary Education) and Sheikh Bashir, ex chairman BOSE. Interestingly, given the composition of the committee, this too is now close to being defunct. It is anybody's guess as to how long will the Education Department and Board of School Education will remain without regular, dedicated heads. It may be mentioned here that this search-cum-selection committee was constituted during September-October 2013. The committee was supposed to finalise the names of incumbents for these two posts within one month. Even after six months, the committee failed to do the job assigned to it. |
