SIC directions to Govt Deptts fall on deaf ears

Jammu, Apr 17: Disregarding the directions of State Information Commission (SIC) on a representation file with commission asking PHE Department, Power Development Department (PDD) and Consumer Affairs and Public Distribution (CAPD) of displaying power connection number, ration card number, water connection number at the entrance of house or establishment of each consumer, the concerned departments have turned a deaf ears and did nothing in this regard till date.
Harbans Choudhary, a social worker, had filed a representation with SIC on 20-07-2013 asking the Chief Engineers PDD, PHE and Director CAPD to make arrangement to restart old age system for displaying electrical consumer number with sanctioned load, Water connection number and Ration Card No. with category APL/BPL at the entrance of gate/ door of each consumer for transparency so that a common man should know the information as laid down under section 4 of RTI Act.
The objective behind the demand was to crack down on consumers using illegal power, water connections which are running in connivance with officials of concerned departments resulting huge loss worth crores of rupees to the state exchequer every month.
Taking serious note of the issue with public importance, SIC wrote to concern departments on 9-9-2013 to show their position on the issue and directed them to initiate the process as soon as possible but till date no department has taken any initiative in this regard.
"Due to lack of this information no one comes to know about the parameters of services being availed by the consumers and people using illegal connection remained unnoticed in connivance with officials concerned," he said.
He further said that If all these information are made compulsory to display at the main gate, it will also comes into notice of government that how many people are using these services registered with the concerned departments properly and their factual position/ information will also come in the knowledge of common man. With this way illegal connection can be easily detected, he added.
