Jammu, Apr 21: In the backdrop of criticism and controversies over allotment of residential accommodation for employees and officials, the Estates Department of J&K government has started procedure afresh this year with online application forms which are required to be signed duly by HODs besides self attestation with photographs- all to ensure some transparency and allotment to genuine cases. A proposal has also been made and forwarded to Chief Minister to cancel allotment of accommodation to non move employees in Kashmir, an issue which created furore last year among the employees following which this step was taken.The moot question remains will the Chief Minister act in the matter or keep under the wraps until the elections are over...?
Sources said even as the Estates Department authorities have made some changes in the system of allotments, apparently in order to show that everything is being done in a fair manner, the step has not gone too well with employees who insist it would fetch no better results and maintain there is still room for allotment to unauthorized cases. The department for the first time will be charging a minimal amount of Rs 500 per month from the non gazetted employees for their stay in various hotels and lodges in Kashmir after Durbar Move. However, the constraint remains on certain fronts for accommodation, also in the wake of the fact that High Court has given directions to government that it cannot book more than 19 rooms in any hotel which doesn't have STP(Sewerage Treatment Plant).
Sources further said crisis and crunch has further aggravated as a number of hotels stand occupied by non move local employees who work in various district headquarters yet have managed to grab and get allotment of rooms in hotels in unauthorized manner. Sources further said some cases have surfaced wherein the rooms have been sublet to their relatives or friends as they themselves are serving outside Srinagar district.However, the Chief Minister and Chief Secretary had taken notice of this and given directions to Director Estates to have a mechanism that would ensure allotment of rooms in the hotels to genuine cases and only to Move employees. It is pertinent to mention here that the government meets this huge expenditure for stay of employees and officials with Durbar Move under the Security Related Expenditure funds which are provided by the Centre. Though some steps have been taken to show fairness and transparency in the allotment, majority of employees of skeptical that it would show any better results as not a single unauthorized allotment has been cancelled.
