Promotions in Engineering Department on hold, posts held by non-engineers | | | Bashir Assad
Srinagar, June 17: The need for qualified engineers and technical know-how may never have been greater than it is now, the Jammu and Kashmir government has squeezed the space for the senior engineers as the posts essentially of technical nature of engineering background are held by non-engineers making it difficult to adjust the in-service senior engineers after their promotion to the next higher grade. There's still a strong demand in Jammu and Kashmir for engineers, despite high unemployment in the overall workforce, and ongoing economic uncertainties but the hierarchy in feeding departments like PWD, PHE, PDD and Mechanical Engineering Departments is facing a peculiar situation could not feed the engineering wings of the government departments, Boards and Corporations for the simple reason that the technical posts of engineering department are presently held by non-technocrat departmental officers. The deviation from the set procedure for deputing engineers at the higher level to the engineering wings of the government departments, Boards and corporations, has on one hand taken a heavy toll on quality work. On the other hand the feeding engineering departments have been holding back the promotions of the engineers in hierarchy for the simple reason of non-availability of posts. A top bureaucrat in civil secretariat told Early Times on the conditions of not to be named that the quality is being compromised by adhoc measures of giving the charge of technical and engineering posts to non-engineers and non-technocrats. "Despite having enough talent to go ground, posting non-technical officials against technical posts in departments and corporations is fraught with dangerous consequences" the senior bureaucrat said. He said that 7 superintending engineers in civil are due to be promoted as Chief Engineers but the posts against which they are supposed to be posted are held by non-technical officers from non-engineering background. "And while there appears to be fewer job openings, the talent was still enough which needs to be catapult for the quality development " the senior bureaucrat said. He said that it was ironical that in an era of competition for tech, the government is relying more than ever before on non-technical blue eyed officers. "There are no shortages, we're seeing our numbers going up but unfortunately the posts are held by departmental promotes who, in most cases, are non-technical having no engineering background. |
