Does Pakistan support bilateral talks or terror?

Jammu, July 26: When the Indian troops handed over to Pakistani forces body of a militant, killed in exchange of fire on the LOC in Akhnoor sector, it clearly revealed that repeated ceasefire violations and unprovoked firing on the Indian border outposts and pickets by Pakistani troops were simply aimed at pushing groups of militants into Jammu and Kashmir.
During the last seven months about 600 infiltration bids have been made by militants, who have been brought on the launch pads across the LOC and the IB, but the Indian border guards achieved over 90 per cent success in foiling all these ingress bids. Reports said that a group of 10 militants had infiltrated into 700 metres of the Indian territory when they were spotted by the Indian troops. The Indian border guards opened fire which forced nine militants to retreat into Pakistani territory but one infiltrator fell to the bullets of the Indian forces.
These very retaliatory measures are being misconstrued by the Pakistani side as it keeps on blaming the Indian forces for ceasefire violations. And New Delhi has hit back telling Islamabad that for India there was no reason for violating ceasefire on the plea that exchange of fire on the LOC and the IB usually triggers panic in the border villages. New Delhi hs told Pakistani authorities that the Indian troops do not violate ceasefire but only retaliate with force and fury whenever Pakistani soldiers open fire on Indian posts and pickets. The Indian side has conveyed to Islamabad, on various occasions, that unprovoked firing by the Pakistani troops had, in 1999, forced several thousand border people to migrate to safer places. And this migration lasted for about three years till the two sides signed ceasefire agreement in 2003. During 1999 several civilians had been killed and injured.
What seems to upset New Delhi is the sudden increase in the number of ceasefire violations and in infiltration bids. During the last 24 days borders in Jammu and Kashmir have witnessed over 30 ceasefire violations and infiltration bids by militants. Why so ?
Two reasons are being attributed to this rise in ceasefire violations and ingress bids by militants. First, agencies across the border feel worried over the marked drop in the level of violence in Jammu and Kashmir during the last over two years. These agencies, usually dubbed as handlers of militants, feel upset over the way militants failed to enforce poll boycott call given by separatists during the recent Lok Sabha elections. Hence these agencies seek Pak army assistance for facilitating groups of militants in sneaking into Jammu and Kashmir. These agencies believe that once more groups of militants crossed over to Jammu and Kashmir, especially sneaked into the Valley, they could be able to enforce separatists' call for poll boycott being given for the ensuing Assembly election. Disturbed poll process, these agencies believe, infuses new dimensions to the Kashmir issue. These handlers want militants to escalate the level of violence which could cause scare among people forcing them to stay indoors on the days of polling.
Secondly, Pakistani army has launched operations against terrorists in areas on the Afghan-Pakistan border, especially in Waziristan, and militants, who have been engaged for waging armed struggle in Jammu and Kashmir, feel scared. They have a hunch that once the Pak troops were free from the operations in Waziristan they could start operations against them (militants). Hence to escape elimination at the hands of Pakistani troops these militants wish to cross over to Jammu and Kashmir to avoid falling to Pak bullets.
Whatever may be the factors responsible for growing conflict on the LOC and the IB in Jammu and Kashmir peace continues to hang by a feeble thread not only in Jammu and Kashmir but in the entire South Asian region.
Another issue that has perplexed New Delhi is the way Islamabad has been, on one side, favouring resumption of composite dialogue for settling various bilateral problems, including the Kashmir issue, but, on the other, has hardly taken a firm step in curbing the Army that keeps on providing assistance to militants in sneaking into Jammu and Kashmir.
Right from day one of his taking over as Prime Minister, Narendra Modi, has been voicing complete support to any move for normalizing ties with its neighbours, especially with China and Pakistan. This is amply displayed by his support for a foreign secretary level meet between India and Pakistan towards the third week of next month when Pakistani troops have done nothing to reduce the level of conflict on the LOC and the IB in Jammu and Kashmir.
In the context of these developments it may be a miracle if India and Pakistan are able to reduce the level of misgivings and mistrust. Between the two sides. And to facilitate dilution of mistrust Islamabad needs to intervene and motivate the Army to behave on the LOC and the IB and stop aiding militants in crossing over to Jammu and Kashmir.
