Failure to implement Food Security Act costs JK dearly
GoI refuses to allocate ration as per 2011 Census

Jammu, July 26: The failure of Jammu and Kashmir State Government to implement National Food Security Act (NFSA) has cost the state dearly as ration is being allocated as per 2000 census, depriving a huge chunk of population of subsidized ration. Sources informed Early Times that National Food Security Act (NFSA) which had come to force on July 5, 2013 following which all the states had been asked to implement the Act, but after lapse of more than one year State Government has failed to do so.
It is also reliably learnt that the Union Government has made it clear to State Government that they would not allocate ration as per Census 2011, until the Act would be implemented in state.
For the implementation of NFSA, the State Government was asked for identification of eligible households for receiving subsidized food grains under Targeted Public Distribution System (TPDS), sources said, adding that the Jammu and Kashmir was also required to take various preparatory actions to implement the Act, including identification of eligible households, creation of sufficient and scientific storage capacity at various levels, doorsteps delivery of food grains, appointment/designation of District Grievance Redressel Officer (DGRO), setting up/designation of State Food Commission.
Due to failure of Government to implement the NFSA, in the last three years, there was not an iota of change in allocation of food grains to state. For the last three years, Jammu and Kashmir has been getting 756000 tons of food grains for the last three years.
Moreover, in case of Sugar allocation to state, there witnessed a reduction. For the year 2010-11 and 2011-12, Union Government had allocated 87.8 thousand tons of sugar but for the 2012-13, the sugar allocation was reduced to 58.97 thousand tons of sugar.
According to reliable sources, the Union Government has explicitly said to Jammu and Kashmir Government that the food grains on basis of population estimates as per census 2011 would only be allocated, once the National Food Security Act would be implemented
