Technical Education Minister turns out de-facto Director of Department
Orders promotion of junior officials, vouches for transfer of Director

SRINAGAR, Aug 21: Minister for Technical Education, Vikar Rasool Wani has virtually wrecked havoc with the Department of Technical Education since he is himself acting as Director by ordering transfer of his blue-eyed officials to the prime positions and attaching honest officials of the department.
Sources told Early Times that in violation of the recruitment rules the Minister for Technical Education adjusted junior officials and promoted them well above their seniors in the department. The 'interference' from the Minister has virtually landed the department in the shambles with its functioning taking a serious hit.
"The Minister in violation to recruitment rules adjusted junior most and undeserving in-charge Superintendent Muzaffar Ahmad Shah as in-charge Principal, ITI Anantnag over and above his twenty five seniors. Another blue eyed official Mushtaq Ahmad Malik (Technical Assistant) was adjusted as Superintendent, ITI Banihal," said sources.
The sources said that both Muzaffar and Mushtaq are ineligible for the position of Superintendent and both of them do not even figure in the seniority list of Supervisors (non-gazetted) which is the feeding cadre for the official who has to be promoted to the position of Superintendent.
"The recruitment rules governing SSR of Technical Education department have been virtually breached and that too by the concerned Minister. Placement of extra Deputy Director and other officers was made with an object that they in turn advocate his agenda, as they owe a debt for the illegal favor they get from him. By way of this nepotism the Minister is brazenly violating recruitment rules in Technical Education department," said sources.
Sources said that the Minister attached Muneer Ahmad Shah, Deputy Director Kashmir, considered to be the most dedicated and honest officer of ITI sector in the state in August 2013. As Muneer refused to support transfers and adjustments of blue eyed officials in violation to norms he was attached.
"In July 2014, the concerned Deputy Director was again attached and placed in the State Board of Technical Education because he co-operated with the Director Technical Education in utilizing the services of available experienced surplus manpower in the institutions as per their requirement that were being paid idle wages," said sources.
Sources said that due to the political interference the hierarchy of the department and training programmes has landed in shambles with messy situation all around. They said that due to this interference number of institutes are headless since the blue eyed Superintendents and Principals have been un-necessarily placed in the Directorate and Deputy Directorate of Technical Education.
"To fulfill his interests the Minister made adjustment of five deputy directors against the sanctioned strength of only three. The Minister from day one is approaching the higher echelons for transfer of the present director and appointment of new one as per his choice," said the sources.
