Coalition compulsions lead to institutional decay

Srinagar, Aug 24: In a situation of institutional decay and personalization of power in NC-Congress coalition, the biggest causality is the principal of collective responsibility of the state cabinet.
The compulsions of coalition have led the state to a point where the official corruption is going unnoticed. The coalition ministers have been asserting in opposite directions which is proving biggest incentive for official corruption and hence the institutional decay.
A fit case for example is the posting of non-technical and unqualified persons against the technical posts.
Though the newspapers carry stories on regular basis highlighting the sad state of affairs in the departments where ineligible persons hold charges of technical posts but who cares.
A senior bureaucrat wishing anonymity told Early times on Sunday that the proposals for shifting of these officials fall flat to personal likings.
" At least in three organizations, ineligible and unqualified persons are holding the charge of technical posts only because the minister in-charge are averse to shifting of these officials" said the senior officer.
He said the governance continues to be affected in the state as the number of non-technical officials holding the technical posts in the administration is increasing day by day.
The senior officer said there are many headless departments/organizations have suffered huge setback as the ministers are interested in posting their respective blue eyed. Yet another senior official of an organization headed by a non-technical person for last one year or so, said that the organization is in complete disarray and the development work is suffering badly. "I am not ready to take risky as in absence of a full-fledged technical head, onus lies on the technical staff. Sources said that Chief Minister Omar Abdullah has been apprised at many occasions about the adhocism taking a heavy toll on institutions but to no avail as many of his cabinet colleagues are against any idea of shifting their blue eyed from the pivotal positions. "Chief Minister is very keen to restore the credibility of the institutions, however, coalition compulsion is adversely affecting the functioning of the departments" said an official.
