| In times of fairness fake job racket surfaces in Technical Education department | | Minister, Secretary, SBOTE carry out fraud appointments | | Jehangir Rashid
SRINAGAR, Aug 24: At a time when the qualified youth are finding it difficult to get a job in the government sector a racket of fake appointments has come to fore in the Department of Technical Education here in the summer capital of the state.
Sources told Early Times that these fake appointments have been carried out at the behest of Minister for Technical Education, Vikar Rasool Wani. The minister in league with some officials has appointed people through backdoor without any formal announcement in this regard.
"After assuming the charge the present Minister for Technical Education in league with Secretary, State Board of Technical Education (SBOTE) Nazir Hussain Malik made number of fake appointments in the SBOTE. There was no advertisement for these posts and all this was done in a hanky panky manner with the palms being greased of the minister and the official," said sources.
The sources said that the fake appointees include Muzaffar Ahmad Wani son of Ghulam Qadir (8th pass), Shazia Ramzan daughter of Mohammad Ramzan (10+2 pass), Afreen Ashraf daughter of Mohammad Ashraf Sheikh (10th pass), Nadeem Ahmad Sofi son of Javid Ahmad Sofi (8th pass) and Mudassir Ahmad Parrey son of Ghulam Ahmad Parrey (8th pass).
"Besides the fake appointments many persons have been appointed as contractual labourers in SBOTE, Jammu and in ITI and polytechnic sector during the tenure of Jai Pal Singh Director Technical Education and present secretary, SBOTE against available class IV posts and higher posts," said sources.
Sources said that in ITI Kulgam, there are 27 class IV officials that include helpers and illegally appointed persons while as there is the creation of only two class IV posts. During the tenure of Jai Pal Singh, the minister made number of appointments in ITI Seer, Anantnag, Baramula, Uri, Bandipora and Kashmir Government Polytechnic.
"The department is already facing trial in the High Court for regularization of helpers against vacant class IV posts but putting court orders and government instructions\orders in dustbin the minister and secretary SBOTE are making appointments in the department which has caused huge loss to the state exchequer and the department to litigation," said sources.
Sources said that in the forth coming Board meeting, the Minister in league with Secretary SBOTE is going to regularize these illegally appointed contractual labourers against posts drawn from Directorate of Technical Education. Before convening the meeting of Board meeting, the Minister wants the transfer of present Director because it is not possible for him to regularize these persons in his presence.
"The government had created large number of posts in 2007 and 2008 which includes class IV posts as well in the department. The minister has shifted number of posts from the Directorate of Technical Education which include Computer Operator cum programming Assistants and several other posts to accommodate his blue eyed incumbents. These posts were created for implementation of 100% centrally sponsored schemes and were truly meant for qualified un-employed youth and existing helpers in the department," said sources.
Sources said the helpers already working in the department will go on indefinite strike if department will not avoid making engagements against clear vacant posts and if they are not regularized against these posts as per Government instructions.
"As and when class IV posts become available in the department, the minister in league with ex-Director Technical Education and Secretary SBOTE makes contractual appointments of their kiths and kins and other blue eyed boys against these posts instead of adjusting existing helpers against these posts as per government instructions," said sources. |
