Floods, rain situation grave; rescue cum relief efforts need to be scaled up: Azad
Urges Centre to immediately announce a package for State from NCRF

Jammu, Sept 5: Leader of Opposition Rajya Sabha (RS) and former Jammu and Kashmir Chief Minister Ghulam Nabi Azad today made a whirlwind tour of flood affected areas of two capital towns viz. the Jammu and the Srinagar and asked the state administration to be at the beck and call of flood affected people and provide every help wherever required. Keeping in view the gravity of the situation, he urged the Central government to immediately announce a package for the State from Natural Calamity Relief Fund (NRCF). Immediately after landing in Jammu from New Delhi, Ghulam Nabi Azad straight away drove to the flood affected areas here in Jammu, along the banks of River Tawi to have a first-hand assessment of the magnitude of damage caused by the floods and incessant rains. Accompanied by senior officials of Flood Control Department, Azad directed the administration to show promptness in collection of flood damage details so that adequate help could be provided to the affected people.
He also took stock of the situation from the concerned administration officials and asked them to prepare a two pronged strategy envisaging immediate and medium term relief. While taking a round of the city areas especially, Tawi River bridges (near Doda Migrant Colony), Gujjar Nagar and Har Ki Puadi near Bahu Fort and interacting with affected population, Azad said, "State has a long history of being hit by floods claiming lives and damaging crops, livestock and property, therefore, a comprehensive policy taking care of every aspect of flood protection is the need of hour." "The concerned Departments, in consultation with experts, must come up with an effective strategy for action by the Government, he added. He asked the officials to speed up the relief and rescue operations so that people are saved from the havoc created by the inclement weather. Meanwhile talking to media persons, Azad said "at this stage, people must be shifted to safer zones. And once the weather condition becomes stable, the list of affected people with full damages of crops, live stocks and property must be prepared by the revenue authorities so that relief measures are initiated. "I have spoken to the Ministers and have conveyed them to visit all the flood affected districts of the state to over-see the rescue and relief operations ensuring quick response of administration to the needy," he said. Former Union Minister Azad was also scheduled to visit flood affected areas of twin border district of Rajouri and Poonch and also to visit the houses of those persons who died in tragic road accident of Thursday in Nowshera but due to landslides and road blockades, he had to postpone his visit till the weather conditions improve. After having an elaborate round of various localities of Jammu cities which are vulnerable to the threat of floods, Azad flew to Srinagar to take stock of the situation having arisen due to the incessant rains followed by flood.
On reaching Srinagar, Azad immediately paid visit to Bone and Joint Hospital Barzulla which has been worst affected by the increased water level.
All the services in the hospital have been disturbed as the ground floor has been completely submerged as a consequence patients have been shifted to other health facilities of the city.
Thereafter, Azad visited Bemina colony at Haj House, which are fully inundated, being low lying areas. Commenting on the situation Azad said that entire Kashmir valley and Jammu region is badly affected and the situation remains grave with hundreds of villages partially or fully submerged affecting lives of thousands of people. "Keeping in view the gravity of the situation, I urge the Central government to immediately announce a package for the State from Natural Calamity Relief Fund so that the badly damaged public infrastructures is restored and due compensation to the people who have incurred losses by way of damage to houses, crops, live stocks , etc is paid", said. Azad. While visiting the flood affected areas Azad met with people at number of places and gave a patient hearing to them. Azad was accompanied by Peerzada Mohd Sayeed, Minister of Haj and Auqaf and Nawang Rigzing Jora Minister of Urban Development.
