Despite complaints, PHE fails to ascertain misuse of water connections
Direct motoring prevents water supply to peak end

Jammu, Sept 7: Despite repeated complaints to Public Health Engineering (PHE) department against direct motoring on main supply pipeline, the department is in deep slumber and has not found even a single connection being misused.
Sources informed Early Times that presently PHE has a total of 1,21,814 water connections in Jammu city, 78,970 water connections in City-I division (Old city) and 42,844 in City-II division. There were 13,549 commercial water connections in Jammu city, comprising of 12092 connections in City I division and 1457 in City-II division.
"Department is well aware that households in the old city do not have underground water tanks, which means people are using motor pumps on main connection," sources said. They added though there is a provision of punishment for such disregard of rules, yet nobody has been punished so far. Department is conducting inspections from time to time, but according to sources no violator has been found till date. "Jammuites have been facing huge shortage of water for many years and to overcome the crisis, maximum households are resorting to using motors at the main connection which is creating shortage of water in the city," sources added.
Kamarn Khan a resident of Ambphala said that in his locality majority of households indulge in such a practice and some people are even enjoying duel connections. "Those who don't have motors pumps are facing huge shortage of water and the concerned authorities are not checking the menace despite repeated complaints," he added.
Avinash, a resident of Muthi rued, "In Muthi and adjoining areas, using motors at the main connection is a routine in almost all the houses, but the concerned authorities are not bothered." It is pertinent to mention here that PHE department is going to meter all the water connections including commercial and domestic in both the capital cities, which will be completed in the coming two years. The installation of meters has been initiated and the whole process will be completed in a phased manner. In the initial phase, all the commercial water connections of restaurants, hotels, lodges and shops will be metered. It will be followed by metering in civil line areas and finally all the domestic connections will also be metered," sources informed, adding that the procurement of flow meters is in process.
When contacted, PHE Chief Engineer Ashok Aima said that after meeting their target of water supply in the city, other issues would be taken up. "We are unable to meet minimum requirement of water due to employees' strike", he said.
When asked whether any action has been taken in this regard, the Chief Engineer said that no such action has been taken so far.
