MV department violates its own rules 10 months on, interceptor vehicles of traffic police yet to be registered | | | GS Asgotra
Jammu, Sept 7: It is astonishing that interceptor vehicles of Traffic Police, which have been acquired by it for effective surveillance on violators of traffic rules, are yet to be registered by the department concerned. These can be seen plying without number plates. Interestingly, enforcement agency of Motor Vehicle Department (MVD) has violated its own norms as six interceptor vehicles of Traffic Police have been plying on roads with no registered number plates for the last 10 months. Pertinently, in December 2013, the traffic department purchased six Innova vehicles to check who are violating the traffic norms but these have been running in the cities and on National Highways without number plates. To regulate vehicular flow on the roads, the traffic police introduced six special interceptor vehicles, equipped with surveillance camera, speed guns and breath analyzers. The vehicles were reportedly purchased by the department in December last year. Two each Interceptors were positioned in capital cities, while two were being used on National Highway. These vehicles continue to ply roads with temporary numbers issued by the office of Regional Transport Office (RTO)-which are not valid anymore, instead of permanent registration numbers. "As per rules, its binding on the vehicle owner to get permanent registration number within first month of its purchase. But nearly three and half months have passed and the department didn't pay any heed to this infringement", official sources disclosed to Early Times. Mohammed ShaquirHussain, a lawyer, said, "On an average the Traffic Police is penalizing around 1,000 vehicles on daily basis but it considers itself above the norms", adding that the higher authorities concerned must take cognizance to set a right precedent. Criticizing the Traffic Police authorities, a scholar of Jammu University Rajneesh Sharma said, "If a biker is caught by traffic cops, even his genuine pleas are not heard. If someone enjoys political clout or knows someone in police, Traffic police cops may leave the offender without penalizing him or her. On the other hand, if a commoner is caught violating the norms, irrespective of reasons, he or she is challaned or harassed by the traffic cops," he rued. "In case traffic cops find an ordinary car wrongly parked, they immediately lift it and tow it away to their yards but these cops never lift a costly luxury car or Sports Utility Vehicles, owned by the rich and influential", he alleged, adding that the Traffic Police had double yardsticks for different sections of the society. Senior Superintendent of traffic Police Jammu PawanParihar said, "The department has applied for the registration numbers in RTO office Jammu and was waiting for their allotment." On the contrary, Assistant Regional Transport Officer (ARTO) Jammu, Kuldeep Singh said, "it generally takes owners and operators not more than 15 days to get permanent registration numbers for vehicles. As per norms the temporary registration number is only for one month's period and in that one month the owner has to get permanent registration number." |
