Delimitation imperative for Jammu's empowerment | Kashmir parties' attitude | | Rustam
JAMMU, Sept 7: People of Jammu province have been demanding political empowerment ever since October 1947, when J&K acceded to India, but with no result. The real cause of Jammu's de-empowerment is the faulty and Valley-centric delimitation of assembly constituencies. Jammu province has land area almost two time that of the over-empowered, highly prospered and pampered and privileged Kashmir, but people of Jammu elect 37 members to the assembly and those of Kashmir 46 - 2 more than the number required to form government in J&K. Kashmir has been retuning more than 50 per cent members to the assembly since 1951 without a break, despite the fact that the people of Jammu province demanded a fair delimitation of constituencies year after year and their number is almost equal to those of Kashmir. Believe it or not but it is a fact that the NC-led government in February 2002, instead of conceding the demand of the people of Jammu province seeking a fresh delimitation of constituencies, amended the relevant laws to ban delimitation of the assembly constituencies for almost 40 years. The amendment said that there would be no delimitation of constituencies before the 2031 census operations. The amendment didn't say that it shall be mandatory to appoint a delimitation commission after the 2031 census operations. It simply said no delimitation till then. The worst part of the whole situation was the support the NC government got for the anti-democratic and anti-Jammu amendment from almost all the parties, including the Congress and some of those who claimed they represented Jammu. Now is the time for the ignored and de-empowered people of Jammu to tell the political parties that they would vote only for that party that holds a solemn pledge that it, if voted to power, shall revoke the anti-Jammu amendment and appoint delimitation commission to redraw the assembly constituencies in accordance with the laid down rules and regulations and give proper representation to them. This should be their condition. They are the masters of their fate and the coming assembly elections are a golden opportunity for them to obtain what they couldn't during the past more than 60 years. |
