JAMMU, Sept 29: Deputy Commissioner (DC) Jammu Ajit Kumar Sahu has recommended General Administration Department (GAD) to hold enquiry into the alleged misuse of official position by Kewal Krishan Sharma, Forest guard-turned- Additional PRO of Deputy Chief Minister Tara Chand.
He has also recommended to the government to find out reasons because of which strong contingent of security allotted to him without gradation and protocol. He has recommended probe into the activities of the said PRO and action as warranted under rules. Sahu has shown bravado in recommending enquiry into the alleged misuse of official position by Kewal Krishan Sharma, something which not even the top officials of the police have dared to do.
Sahu took this step after Early Times exposed the alleged misuse of official position by Kewal Krishan Sharma in its September 29, 2014 edition. Sahu has clarified that photo advertisement which led to Early Times doing a lead story which had been published in some sections of press with the caption “Kewal Krishan Sharma PRO to Dy Chief Minister distributing cheques amounting to Rs.20 lakh in presence of SDM Khour and Tehsildar Khour. Sarpanch Gurdev Singh of Panchayat Palatan block Khour also accompanied him” on September 28, 2014 was not an official handout.
Sahu relied on the statement of SDM Khour who claimed in his explanation that while he was distributing cheques among the flood affected people of village Palatan and Chahani Divanoo of Sub-Division Khour on 27-09-2014 under SDRF, the concerned Sarpanch of the Panchayat was there for identification of the beneficiaries.
Though known to every tom, dick and harry in the entire civil secretariat and Jammu province especially in Khour block, SDM has claimed that a person unknown to him appeared during the function and was looking at the cheques with Sarpanch for identification. He further said that at that time, he was distributing the cheques. SDM further claimed that the said unknown person extended his hands towards the cheques without the knowledge of the SDM.
In what could be easily termed as comedy of errors, the SDM who does have enough security guards alongwith him claimed that the unknown persons got the photo clicked without his knowledge and then managed to get it published despite being unknown to him. A police official said that call details of SDM’s personnel as well as official number would be sufficient proof to find out the truth whether the unknown person was actually unknown or not.
He has further claimed that on enquiry, he got to know that the said person was Kewal Krishan, an employee of forest department presently on deputation in the Housing and Urban Department and working in the personal section of Deputy Chief Minister against the post of a clerk. He has further claimed to have asked the said PRO to immediately leave the spot as his presence was neither required nor he was called.
The SDM resumed cheque distribution only after he left the spot. The SDM has in his report said that during the previous day incidence, the said PRO got a photo clicked and sent it himself for publication in some sections of press. The act of said employee is unbecoming of government servant and in violation of service conduct rules. He further submitted that only revenue department employees including patwaries, Naib Tehsildar and Tehsildar were intimated for the programme and Sarpanch concerned was asked to remain present on spot for identification of the beneficiaries.
The SDM who was present on the spot has now recommended for taking strict disciplinary action against the said PRO as his act has caused embarrassment to the government as a whole and no one has to be immune to law. DC Jammu has recommended holding an enquiry into the alleged misuse of official position by the said PRO and the strong contingent of security allotted to him without gradation and protocol. |
