Mufti should initiate steps for improving governance | | | Gradually majority of people, who had voted against the Congress and the National Conference in the previous Assembly election, have started getting disillusioned with what they call poor governance of the PDP-BJP coalition Government. The level of governance deficit is reflected in the way files move at a snail's pace in various Government offices, including the civil secretariat. One reason given in support of slow movement of files and settlement of the pending cases is ministers' absence from the rooms in the civil secretariat. Not only this, several ministers have held ministerial posts for the first time with the result it takes time for them to understand the cases and then take the decision. The legislators who were appointed as ministers for the first time should have undergone a crash course on handling of files and the cases lying therein. Or these freshers should have been provided assistance from senior and competent bureaucrats. This has not been done and ministers prefer to spend more time on trips to their constituencies where they have been interacting with their electorate. Not a bad idea. But they should have also spend time in the civil secretariat for the purpose of cases of people and petitioners referred to them. This is one aspect of governance deficit. Second aspect is the inability of the coalition Government to take final decision on various development projects with the result there has not been any major emphasis on execution of various projects connected with construction of roads, improvement in drainage and sewage system, improvement in power generation, opening of drinking water supply schemes,promoting irrigation facilities or health care system. The PDP and the BJP,when they were in the opposition between 2008 and 2014, they would blame the Congress-NC coalition Government for governance deficit, for poor governance. And what an irony ? The same Congress and the National Conference leaders have started blaming the PDP and the BJP for poor governance. Here lies the duty of the Chief Minister, Mufti Mohd. Sayeed, to galvanise the Government so that it shows results. Yes, there are people who attribute ideological differences between the PDP and the BJP to poor governance. But there have been states where political parties, having conflicting ideologies , have shown results after forging an alliance for running the Government. Apart from conflicting political ideologies various issues have cropped which aggravated the level of poor governance. Among the issues included AIIMS related controversy, controversy over revocation of AFSPA,grant of citizenship rights to the refugees from West Pakistan, Article 370 its future and fate, leniency shown by the PDP towards separatists. Gradually the level of controversy over these issues is getting diluted after the Muftis agreed to wait for more time to see AFSPA revoked and the BJP making its stand on grant of citizenship rights to WP refugees modified and feeling satisfied with the central Government's assurance that the wards of these WP refugees would be entitled to seek jobs in the Armed forces and the paramilitary forces. The PDP leadership too has started taking tough stance against separatists and militants thereby indicating that the Muftis have slightly altered their policy favouring reconciliation with separatists. What seems to divert the attention of the PDP-BJP coalition Government from implementing people friendly programmes are the developments on the LOC and the IB in Jammu and Kashmir and the growing activities of militants and separatists. The way separatists have been giving calls for shutdowns on the drop of the hat affects the working of the coalition Government. However, it is time Chief Minister, Mufti Sayeed, leaves it to the Army and the BSF the issue of border management to check infiltration. Let the Chief Minister trust the security forces, including the police, engaged in dealing with the activities of militants. If the Chief Minister does so he could get sufficient time to improve governance. |
