Floods havoc: Rajouri suffered an estimated loss worth Rs 253 Crores
Rs 19 Cr out of Rs 126 Cr requested for 'temporary restoration' received till date

Rajouri, Sept 28: As per official records Rajouri district had suffered an estimated loss of worth Rs 253 Crores to infrastructure, Irrigation & Flood Control, Water, Power schemes , roads, bridges private houses, cattle sheds etc due to flash floods, land sliding in the first week of September 2014.
Besides this 93 persons were killed including 67 members of a marriage party when the bus carrying them fell in the fast flowing rivulet in Nowshera tehsil in the district.
Official sources said, "Funds upto Rs 126 crores were demanded by the Rajouri district administration for the temporary restoration of infrastructure damaged in the entire district in one of the worst ever floods in the history of J&K."
They said despite lapse of year of the tragedy district administration has received only Rs 19 Crores out of Rs 126 Croeres demanded for temporary restoration of the infrastructure which is a drop in ocean.
"The matter has already been taken up with the State Government by my predecessor. I will also pursue the matter with the government for early release of funds for temporary restoration of the infrastructure," said Shabir Ahmed Bhat, Deputy Commissioner Rajouri immediately after taking over the charge of the district in the month of August.
In Jammu region Rajouri district was the worst affected in the flash floods and land sliding that hit the district from September 2 -6 last year and atleast 93 deaths, highest in J&K, were reported from different parts of the district including 67 members of a marriage party .
One person was killed in Sunderbani tehsil, two persons were killed in Kalakot tehsil while 14 persons were killed in Thanamandi tehsil including 6 members of a family when their house came under the land sliding while three deaths were reported from Koternka tehsil while 6 deaths were reported from Rajouri tehsil.
According to official sources, "Rs 5 lakh relief , including Rs 1.50 lakh each from CM and SDRF funds and Rs 2 lakh from Prime Minister relief fund, has already been released to the beneficiaries while 15 relief cases are still pending."
"As fifteen bodies of the bus mishap couldn't be traced their relief cases were delayed due to legal formalities. Now all the formalities have been completed and soon the relief will be issued to the kin of the remaining deceased" said Harbans Lal, SDM, Nowshera.
Five day long Incessant rains triggered flash floods and landslides last year created havoc in the entire district resulting into heavy loss to government infrastructure, school and official buildings, standing crop , agricultural land, roads ,bridges including foot bridges, water supply and electricity schemes.
S A Cowdhary , Chief Planning Officer (CPO) said that the total quantum of damages have been estimated for Rs 25250.91 lakh.
"We need Rs 12698.94 Lakh for permanent restoration of the damaged infrastructure. For temporary restoration we have demanded Rs12698.97 lakh. But till August we have received only Rs 1898.00 Lakhs and our liability have gone to Rs 5700.00 lakh" said CPO. Chief Planning Officer said under PM National Relief Fund (PMNRF) all the cases of full/partial damage to houses (including those which were not covered under SDRF) have been forwarded to NDMA.
The departments which have suffered major loss to infrastructure include Road & Building (R&B) Division Rajouri (Rs 4093.0 lakh), Nowshera (Rs 2294.00 lakh) and PMGSY Division , Rajouri (Rs 1746.67 lakh) , Budhal (Rs 1142.45 lakh).
PHE division Rajouri has suffered a loss to the tune of Rs 1265 lakh while irrigation Division Rajouri suffered loss of Rs 3079.00 lakh and Nowshera Division suffered loss to the tune of Rs 674.80 lakh.
Rajouri flood control division reported loss to the infrastructure worth Rs 3162.10 lakh and EM&RE department has suffered total quantum of damage worth Rs 1322.55 lakh. Meantime education sector and urban development departments have suffered damage worth Rs 2015.01 lakh and Rs 741,50 lakh respectively as 164 school buildings were damaged in the different parts of the district out of which 29 school building were fully damaged.
Out of 22847 cases of damages to kacha/pucca houses (including fully/partially/severely damaged), loss of live stock reported from entire district 12551 cases were taken under State Disaster Relief Fund (SDRF) and relief to the tune of Rs 8.66 crores (including Rs 2.41 crores for 93 deaths and 10 injury cases) has already been released in favor of beneficiaries.
