Where is the land for AIIMS?
Calling BJP's bluff

JAMMU, Sept 28: The BJP leadership had on July 30 and thereafter given the struggling people of Jammu region to understand that land for the establishment of All-India Institute of Medical Sciences will be identified and allotted latest by August 31. The Union Health Minister JP Nadda, BJP national vice-president and Jammu & Kashmir prabhari Avinash Rai Khanna, BJP national general secretary and in-charge Jammu & Kashmir Ram Madhav, BJP state president Jugal Kishore Sharma, Deputy Chief Minister Nirmal Singh and so on and so forth have all declared that AIIMS will also be established in Jammu and that the land for the purpose would be made available latest by August 31.
In fact, the AIIMS Coordination Committee (ACC), which spearheaded the movement for the establishment of AIIMS in Jammu for more than two months, had called off the bandh on August 5 only after the BJP leadership befooled the ACC leadership by saying that the land would be identified for the purpose latest by August 31 and AIIMS would be established. The BJP was not really committed to the assurance that it gave. Its only objective was to mislead the ACC leadership and defuse the situation that had the potential of bringing down the coalition government.
A very important section of the ACC had asked the ACC leadership not to call off the bandh, saying the BJP would again ditch the people of Jammu region like it ditched them and the ACC by giving a false written commitment that an appropriate order on the establishment of AIIMS in Jammu would be obtained from the Government of India latest by July 20. The specific suggestion of this section of the ACC was that it would be suicidal if the movement was withdrawn without making the government issue a notification, but certain dubious elements, who were under the influence of the BJP and the PDP, didn't pay any heed to the well-meaning suggestion and disappointed the people by suddenly calling off the agitation, which had virtually brought the PDP-BJP government in general and the "ungrateful" BJP on the people's toes.
Those who wanted the ACC to extend bandh at least by another three days included senior advocate and former Bar president BS Slathia, Prof Hari Om and a large number of lawyers. Their argument was that the extension of bandh by another three days would leave the authorities with no other option but to issue the required notification sanctioning an AIIMS for Jammu and that to call off the bandh at that critical stage of the movement would be only to defeat the purpose for which the movement under the bar leadership was started on May 21. They had reminded the ACC leadership that the people started the dharna in the lawn in front of the memorial of Maharaja Hari Singh, Tawi River, with the solemn oath they took in front of the memorial that the agitation will be withdrawn only after the ACC achieved its objective and not before under any circumstances, but the ACC leadership didn't pay any heed and called off the movement when the people were only a few steps away from reaching their goal.
The critics of the ACC leadership today stand fully vindicated, as those who promised identification of land for the purpose of establishing AIIMS in Jammu latest by August 31 have not done anything whatsoever in this regard. It's only natural that the people of Jammu region, who suffered huge losses because of their participation in and support to the movement, are asking, "Where is the land for AIIMS"? It needs to be underlined that Jammu region remained paralyzed for eight days - April 24,May 27 and between July 31 and August 5. These were the days when the people of Jammu observed a complete bandh.
