| Alleged embezzlement in JMC Transport wing, half filled log books raise doubts | | |  K.Koushal

Jammu, Sept 28: After a scam of double withdrawal of Petrol Oil Lubricants (POL) in which Jammu and Kashmir High Court (Jammu Wing) has issued directions to probe after compliant was lodged against the former deputy Chief Minister Tara Chand and his personal Staff in double drawal of POL two years ago (2013), now a fresh scam has surfaced in the Transport Wing of the Jammu Municipal Corporation (JMC) wherein misappropriation of huge chunk government exchequer allegedly has been swindled courtesy 'unholy nexus' between authorities and the drivers on duty.
According to sources the 'Log books' needs to be filled accordingly for day today use but the pages of log books of the Jammu Municipal Corporation (JMC) itself show the bitter reality as they are without mention of the 'meter reading and mileages' of a vehicle i.e. mandatory for log book of government transport
As per documents (pages of log book) in the possession of Early Times, the officers of the Transport Wing of the Jammu Municipal Corporation (JMC) never bother to instruct the drivers of the vehicles meant for carrying stray animals be it for sterilization, medical treatment (accidental cases) and etc to fill the log book as per rules.
"Log books of JMC (transport wing) are filled in 'unethical manner' just to embezzle money as the drivers only feed the reading of the kilometers covered by the vehicles but they never bother to fill reading of the meters of the vehicles before and after the journey", said official sources, further adding that the practice is going for long with the courtesy of some of black moles within the department for their vested interests.
Sources also said that the money which is being embezzled by not showing the actual journey of the vehicle is being shared among the elements of an unholy nexus of officials and drivers who also get their due shares.
"The uncompleted pages of log books of transport wings of JMC lying with Early Times are indicator of a small tip of an iceberg (corrupt practice) within department and the higher ups within department needs to wake from slumber before it is too late, sources said, adding, " this (corrupt practice) needs to be weeded out otherwise it will bring bad name to the whole of the department."
When early Times contacted Commissioner Jammu Municipal Corporation (JMC), Mandeep Kour, briefly said that she will enquire the matter and she further assured if anybody found guilty would be penalized under law.
Pertinently Earlier a Bench of Justice Ali Muhammad Magrey passed the direction on a petition seeking constitution of a Special Investigation Team (SIT) under Director Vigilance to probe a compliant against the then deputy Chief Minister Tara Chand and his personal Staff in double drawl of POL on July 25, 2013. |
