Relief organization adopts pick-choose policy to issues IDPS

Jammu, Nov 19: Sanjay K. Tickoo, President KPSS today alleged that a scam is being run by the Relief Organization at Jammu, wherein violation of all the rules Internally Displaced Person Status is being given to contradictory to all the laws and rules of the Government.
According to press release, Tickoo said that on the one hand Kashmiri Pandits living outside Kashmir Valley are pleading their case before different national and international bodies to grant them the status of Internally Displaced People. "
"For the same they have used all the legitimate options and resources to create an option for the State / Central Government to accept their long pending demand. The matter is still pending before Central Government and National Human Rights Commission, Delhi. But, on the other hand, Commissioner (M), Relief and Rehabilitation, stationed at Canal Road, Jammu is issuing Internally Displaced People Certificate to the persons who approach to his office for grant of the same. The certificate is issued in the light of the report received from Divisional Commissioner, Kashmir vide letter no. Div.Com/Relief-Mig(128)2008 dated 6/2/2009", he said.
He further said that it was not clear under which directions from the Central / State Government, Commissioner (M), Relief and Rehabilitation is granted powers to issue such certificates to any person which is still pending before the Authorities.
Internally Displaced People Status is governed by the resolution passed by United Nations Commission on Human Rights vide resolution no. 1997/39 that deals with the scope and guiding principles of Internally Displaced People.
An application under Right to Information Act has been sent to the Relief Organization to explain under what guidelines / directions these contradictory certificates are being issued by their office and we expect an honest reply from the Department.
The KPSS want clarification from the Government that is such directions have been passed to issue such contradictory certificates then it should be available / provided to every person in the State, who have left his / her home because of the ongoing armed insurgency and not on the pick and choose basis.
