Non locals, unmarried, influential issued multiple ration cards
Fake Ration Cards galore in CAPD

SRINAGAR, Nov 19: A massive fake ration cards racket has surfaced in North Kashmir's Baramullah District where officials of the Consumer affairs and Public distribution department (CAPD) have issued ration cards on demand to unmarried and influential people without any check of whereabouts. The documents accessed by Early Times in this regard reveal that in Tehsil Pattan Concerned CAPD officials have allegedly issued two to three fake ration cards to influential and unmarried people, besides fake names have also been created to issue ration cards.
In Kantarbugh village a document bearing serial number-01-33 with seal and signatures of store keeper circle Pattan under registration number 5739 and numberdar of the area shows that fake ration cards were issued to at least 33 people who are either unmarried or names shown in the list according to sources do not exist on ground in the area.
Some unmarried people of the Kanturbugh village issued ration cards included Suhail Abas Malla son of Muhammad Jafar Malla,Muhammad Yaseen parray son of Ghulam Hyder parray,Muhammad Iqbal Mir son of Abdul Rehman Mir,Javaid Ahmad Malla son of Muhammad Safdar Malla and Muzaffar Hussain Bhat son of Ali Muhammad Bhat.
As per documents, in the same area two to three ration cards have been issued to families presently living in one house as one family including two ration cards to five member family of one Mushtaq Ahmad Malla son of Ghulam Muhammad Malla, two ration cards to six member family of Tanveer Hussain Bhat son of Muhammad Ishaq Bhat, two ration cards to five member family of Altaf Ahmad Malla son of Ghulam Ahmad Malla,four Ration cards to 12 member family of Altaf Ahmad Parray son of Ali Muhammad Parray,two ration cards to three member family of Syed shabir shah son of syed Rasool Shah,two ration cards to four member family of Riyaz Ahmad Bhat son of Ghulam Rasool Bhat,two ration cards to five member family of Altaf Ahmad Bhat son of Muhammad Ramzan Bhat.
Similarly two ration cards have been issued to six member family of Nasir Hussain Malla son of Muhammad Safdar Malla,two ration cards have been issued to six member family of Hilal Ahmad Malla son of Ghulam Hassan Malla and two ration cards have been to five member family of Imran Ali Bhat son of Ghulam Muhammad Bhat.
It does not stop here in nearby Badibugh Village of Tehsil Pattan in order to issue more than one ration cards to influential families, concerned CAPD officials while framing fake documents have shown one single family in two different government records with different number of members of family.
Some of the fake names bearing two serial numbers on two different official documents includes Ghulam Hassan Dar son of Ahmad Dar with eight family members on one document at serial number 182 and five members on another document at serial number 94. Likewise one Ghulam Ahmad Raher son of Ghulam Hassan Rather have been shown a six member family on one document at serial number 64 and four member family at serial number 72 on another document.
Some other families of the area shown with fake whereabouts includes Ghulam Ahmad Dar son of Mir Akbar,Ghulam Hassan Dar son of Ahmad Dar and Munir Hussain Malla son of Ghulam Hassan Malla.
One highly placed CAPD official wishing anonymity informed Early Times that thousands of fake ration cards were issued by CAPD officials over the years in every District of Kashmir without going through PDD and PHE agreements and consulting concerned offices for Voter Identity proofs of people prior framing their ration cards.
Meanwhile, despite repeated phone calls, Deputy Commissioner Baramullah did not respond.
