MP, MLA caught on camera riding motorbike without helmet
Lawmakers give damn to laws

SRINAGAR, Apr 16: Justifying the proverb that rules are for fools, two lawmakers of the ruling BJP were seen openly defying the laws they made for others to follow.
At a time when the Traffic Police department has intensified a State-wide campaign against riding two wheelers without helmets, an MP and an MLA from the BJP were caught on camera openly violating the norms.
In fact the duo - Jugal Kishore and Ravinder Raina -were caught on camera riding a bike in Jammu during a party function, without any helmets . The picture that has gone viral on social media shows Kishore driving the two-wheeler, while Raina rides pillion on the iconic Royal Enfield 350 CC bike.
The netizens are vocal with their postings on the social media, demanding legal action against the lawmaker-duo. "If a common man is fined, and even humiliated by cops for not adhering to norms, why no action has been taken against these two leaders who gave a damn to norms? Or are they above law?" asked a netizen on Facebook while sharing their picture.
Riding a two-wheeler without helmet is a cognizable offence in the State while the offender is liable of instant fine or Court challan.
Earlier this year the Government launched a massive drive against two wheeler riders not wearing helmets.
On January 23, the Traffic Police department released formal notifications across the State announcing that offenders would be strictly taken to task.
"It has been observed that despite booking of large number of violators, there has not been strict compliance of the traffic rules relating to wearing of helmet by the riders of two-wheelers," the notification said.
"Even the pillion rider of two-wheeler would be required to wear helmet. Violation would result in imposition of fine under relevant section of Motor Vehicle Act," it added.
The notification added that a Committee of Supreme Court on Road Safety has recently given directions that in case where law relating to use of helmet is violated by either the main rider or the pillion rider then they should both be subject to Road Safety Education and Counseling for not less than two hours before imposition of fine.
"During the drive for enforcing helmet laws, therefore, the Traffic Police after intercepting a two-wheeler with the main rider or the pillion rider without helmet, then both the main rider and the pillion rider shall be subjected to Road Safety Education and Counseling for not less than two hours before imposition of fine as prescribed in the Motor Vehicles Act, 1988," the Traffic Police said.
Meanwhile talking to Early Times a senior BJP leader regretted the episode. "This should not have happened because the law is equal for all," the BJP leader said.
