Ministerial staff observes pen down strike, holds demonstrations at distt Hqrs

Jammu, May 19: The J&K Ministerial Staff observed complete pen down strike in their respective offices today in response to the call given by Jammu, Kashmir and Ladakh All Department Clerical Staff Association. The normal work remained affected in many Government offices with this strike.
Expressing concern over the continuance of pay anomalies of clerical cadre of the State Governmentthe trade unionsist appealed the Chief Minister and the Finance Minister for an early resolution of most genuine demands of the affected clerical cadre employees.
They said that the clerical cadre being back bone and pillar of the administrative sector, needs to be encouraged by way of removing pay anomalies. Since the State Government has already removed the pay anomalies of various cadre, the clerical cadres had been ignored.
In all the districts headquarter of Jammu Province the clerical cadre from different departments gathered and hold protests/ demonstrations in protest of non-implementation of Pay Anomaly Committee Report constituted vide order No.67-GAD of 2012 dated. 16.01.2012 regarding removal of pay anomalies of clerical cadre of 5th Pay Commission.
While addressing the demonstrations at different offices complexes trade unuion leaders namely Ravi Singh Bhau, Anil Mehta, S Sukhbir Singh, Ravi Kumar, Bashir Malik , R.P. Sharma, Hamid Husain Ram Dass Thapa, J. R. Sagar, Kirpal Singh, Brijesh Mehta, Mohan Lal, Ashish Bhandari, Madam Sarita Wadhera, Yash Paul Sharma, S. Rajinder Singh , Anil Kesar, Madam Sudesh Kumari etc condemned the callous attitude of the state government towards the clerical cadre with regard to just and genuine demand which stands already agreed by the State Government vide various agreements carried out between Association and the cabinet sub-committee of the State Government. They said the indifferent approach of state government has compelled the clerical cadres to come on the road once again.
Highlighting their demands, they reiterated to implement the principally agreed demands for removal of pay anomalies of clerical cadre( of 5th Pay Commission) by granting the pay scale of Rs 4000-6000 to Junior Assistant, Rs.4500-7000 to Senior Assistant, and Rs 5500-9000 to Head Assistant Notionally w.e.f. 01-01-1996 and monetary w.e.f 19-02-2003 as has been granted in favour of other cadres. Report from Kashmir added that the clerical cadre has observed complete Tala Bandi Hartal, while addressing the demonstrations at different complexes.
Trade union leaders namely Mohd Sultan, Malik Mohd Farooq, Jeelani Niak and Farhat Trali led the protests and condemned the anti employees and workers policies of the State Government that vide agreement 15.09.2011 carried out between the representatives of Association and the State Government authorities, the State Government vide Govt. Order No. 76-GAD of 2012 dated 16.11.2012 constituted the Pay Anomaly Committee.
In District Headquarters Manohar Singh and Gulam Sabhar led protest at Kathua, Balbir Singh at Udhampur, Ragunath and Rajesh Ajnabi at Reasi, Ajay Kumar and Smt Veena Chowdhary at Samba. Rajinder Singh and Ravinder Singh at Poonch, Rattan Lal and Kuldeep Kotwal at Rajouri, Mohd Akhter Malik, Mohd Aslam and Arshad Ahmed at Ramban, Inyatullah at Doda.
Meantime Jammu Kashmir Ladakh All Departments Clerical Staff Association decided to hold apex body meeting onJune 05 to further discuss the future course of action.
Reports also added that All Departments Clerical Association District unit Kishtwar under the banner of Jammu Kashmir Ladakh All Departments Clerical Association today held a strong protest demonstration in front of Deputy Commissioner Office Kishtwar to press for redressel of their long pending demand of removal of pay anomalies of clerical cadre in the state.
The agitating clerical staff also held a 'sit in' protest inside DC office complex Kishtwar and raised slogans in support of their demands. After few hours, the protest concluded peacefully.
Speaking on the occasion Mansoor Ahmed Doolwal President ADCSA Kishtwar strongly condemned the delaying tactics adopted by the Government and warned if the genuine demands of Clerical cadre shall not be fulfilled at earliest the association will further intensify its agitation.
Later the protesting employees submitted a memorandum of demands to the District Administration Kishtwar through Tehsildar HQ Majid Najjar.
