Another divisive solution: Third party can resolve 'K-dispute'
5/20/2016 12:20:49 AM

Early Times Report
JAMMU, May 19: Every Tom, Dick and Harry is busy in finding ways and means of resolving the so-called Kashmir dispute. No one talks about that part of the state territories (POJK and Gilgit-Baltistan) which has been under the illegal occupation of Pakistan as if it lawfully belongs to Islamabad. No one talks about that part of the state territory that Islamabad ceded to Beijing after violating the UN resolution on Jammu & Kashmir. No one talks of ruthless violation of human rights of the original inhabitants of these illegally-occupied territories. On the contrary, every Tom, Dick and Harry talks about this part of Jammu & Kashmir, which is legally, constitutionally, politically and civilizationally an integral part of India. They are so biased and unreasonable.
Only recently, one self-styled Australian politico-strategic analyst Christopher Snedden came out with a 435-page book 'An unwritten history' which proposes a new solution to the so-called Kashmir problem. Of course, his book mainly deals with POJK. He says that only a third party intervention can lead to the resolution of the issue which has strained relations between India and Pakistan and responsible for the unrest in Kashmir. "Despite the respective positions of India and Pakistan, there is actually a third party that could resolve the Kashmir dispute and which would be acceptable to both nations and the people of Jammu & Kashmir," he has written.
He has also accused the Government of India of not honouring the commitment that Jawaharlal Nehru held out in the Parliament: "It is only the people of Kashmir who can decide the future of Kashmir. We would willingly leave Kashmir if it was made clear to us that the people of Kashmir wanted us to go". He suggests that India and Pakistan should hold themselves aloof and allow the people of Jammu & Kashmir to decide their own fate. He wants the people of Jammu & Kashmir to constitute a body for the purpose. Snedden calls it "Council to Resolve International Status of Jammu & Kashmir".
He has also suggested that the Chief Minister of Indian Jammu & Kashmir, the so-called Prime Minister of POJK and opposition leaders should sit up and ascertain the views of communities so that "delegates to the Council" could be appointed. Delegates to the Council could be MLAs and from the separatist camp. He also wants India and Pakistan to give all possible help to the proposed Council so that it is able to achieve the objective. The Council should not be asked to complete the task within a particular timeframe.
Snedden asserts that his is a sound proposal and it needs to be appreciated and acted upon, as he believes that constitution of the "Council to Resolve International Status of Jammu & Kashmir" would go a long way in resolving the over-65-year-old "Kashmir dispute". He says that the solution so devised by the Council could "also be a win win situation for India and Pakistan, if only because it would remove one of the major irritants in their relationship, thereby possibly allowing better relations to develop".
Snedden is living in a fool's paradise. He is either blissfully ignorant of the history of Jammu & Kashmir or he has willfully ignored it under the baneful influence of those who have prejudiced his writing or purchased him. The solution to the called Kashmir problem doesn't lie in his proposal; the lasting solution lies in the trifurcation of the state into Jammu, Kashmir and Ladakh state and bifurcation of the Kashmir Valley so that a separate homeland for the internally displaced Kashmiri Hindus is created within the Valley, invested with Union territory status. It is time to restrict the area of strife to a small part in Kashmir by trifurcating the state and bifurcating the Kashmir Valley. There is no other solution available.
