Will separatists-Centre talks clinch issues?

The PDP-BJP coalition Government plans to assist the Kashmiri separatists in getting the stalled channels of dialogue with the Centre reopened.Till 2006 series of talks were held between top functionaries of the Central Government and the separatists.At one stage former Deputy Prime Minister, L.K. Advani, would hold parleys with several senior Kashmiri separatists.What is interesting is the way the state unit of the BJP is interested in organizing bilateral dialogue process between the BJP led NDA Government and the Kashmiri separatists.This is a major change and is a policy that had been followed by the Central Government which was headed by Atal Behari Vajpayee.Vajpayee had been the man who wanted to promote cordial ties with Pakistan on one hand and mend fences with separatists in Kashmir on the other hand.That the state unit of the BJP is interested in motivating the Centre to reopen the channels of dialogue with the Kashmiri separatists is indicated by the way the Deputy Chief Minister, Dr Nirmal Singh,who belongs to the BJP, has confirmed reports that the coalition Government was planning to get the dialogue process to begin again.
In a major development , the PDP-BJP coalition government in the State of Jammu and Kashmir is willing to facilitate talks between Government of India (GoI) and separatists.This is what Dr Nirmal Singh has stated.The coalition the government has made it clear that it will not compromise on two things - militancy and separatism.It is a part of the Agenda of Alliance that favours resumption of talks between the separatists and the Government of India.But the BJP wants to impose a condition. Those separatists, who do not indulge in violence, and are ready for talks, then as per the Agenda of Alliance, the state Government will like to revive the Centre-separatist talks as was the case during Atal Bihari Vajpayee-led government.The first direct talks between separatists and GoI were held during the rule of Vajapyee-led NDA government in New Delhi in January 2004.After the talks, two-sides had issued a joint statement in which it was agreed that talks were the first significant step in the dialogue process initiated by the Government of India and that a step-by-step approach would lead to resolution of all outstanding issues relating to Jammu and Kashmir.However, the dialogue process could not continue after the second round of talks despite the warmth shown by the two sides in the first round.The separatists also held direct talks with Manmohan Singh-led UPA government but again the dialogue process could not continue.
Except Hurriyat Conference (G) Chairman, Syed Ali Shah Geelani, other top separatist leaders, Mirwaiz Umar Farooq, Muhammad Yasin Malik and separatist-turned-mainstream leader and now minister Sajjad Lone have held talks with Government of India. Asked whether the PDP-BJP government in the State was ready to facilitate talks afresh, the Deputy CM said, "We are ready to start the process but for that thing to happen, the other side should also be ready."This time also,whenever the parleys between the Centre and separatists start Syed Ali Shah Geelani may not be ready to meet the central leaders.Well the political situation in India has witnessed a major change from the time Vajpayee headed the Government or Manmohan Singh led the Congress Government,to Narendra Modi. Whether talks between separatists and the Government of India materialize depends on Pakistan.If Islamabad sends a message to separatists to reject talks offer from Modi led Government these separatists may not dare to disobey those orders because separatists continue to thrive on the support of Pakistan.If at all separatists agree to hold talks with the Centre those belonging to the All Party Hurriyat Conference,led by Molvi Umar Farooq,may demand talks to be held with a group of Central Ministers if not directly with the Prime Minister.In the past these separatists have boycotted negotiaters and interlocutors,including K.C.Pant,N.N.Vohra and Dileep Padgaonkar led committee on the plea that they (separatists) were not interested in holding talks with bureaucrats or social activists.However,they held talks and even Geelani met Kahsmiri Committee Chief,Ram Jethmalani not as an eminent lawyer but as a politician.Geelani does not believe in holding talks with the Central Government as he wants implementation of the UN resolutions on Kashmir providing for holding a referendum and a plebiscite for determining the wishes of people of the state.Well the ultimate Kashmir resolution depends on Pakistan's attitude.Talks with separatists may not even resolve internal dimensions of the Kashmir issue.
