Jammu, May 21: Every politician and political parties have issues when out of power. These political parties and politicians have different issues when in power. And for the last one year or more the National Conference has been out of power. Hence its leadership has started raking up the issue of autonomy.
"We want autonomy. We want autonomy to be restored to Jammu and Kashmir," say senior NC functionaries. When the National Conference enjoyed power for full six years it had almost forgotten about autonomy. Yes, whenever it found its vote bank was experiencing slight erosion its leaders would rake up the autonomy issue.
Under Article 370 and citizenship Act the state enjoys autonomy. And wherever the NC leaders feel it has been eroded it is the result of approval given to the application of central laws in Jammu and Kashmir by the state legislature. Do the NC leaders want the jurisdiction of CAG, Supreme Court and the Election Commission of India to end in Jammu and Kashmir ?
Yes, its leaders had not actually forgotten autonomy but they believed that whenever the party, they belong to, enjoy power autonomy itself is restored to the state. Whenever the NC is out of power it means, at least for scores of senior NC leaders, autonomy has been snatched by the Centre. Well what is amazing is the way when the NC was in power it got a resolution adopted by the state legislature seeking restoration of autonomy from the Centre. Copies of the resolution were sent to top political leaders in India and one copy was sent to the Central Government. Since then the resolution has been piling dust. And the orderlies, working in successive central Governments, have been asked not to remove the dust that has piled on the file containing the autonomy resolution.
When in power the PDP leadership did not rake up the issue of self-rule. But when out of power it does rake up the self-rule issue day in and day out. Do the PDP leaders believe that self-rule objective has been achieved once the PDP is in power. And there is no self-rule when the PDP is out of power. Does it mean that people in Jammu and Kashmir are ruled by either the French or the Germans or the British whenever PDP is out of power ? It means when the PDP is in power it is self-rule in Jammu and Kashmir.
The Congress does not have any specific issues in Jammu and Kashmir. It believes in enjoying power by itself or by sharing power as it did in 2002 and 2008. Its leaders remain upset whenever they are not in power. The main issue for them is to secure or grab power. That is the only issue for the Congress. If there is any other issue it its love for secularism. And its love for secularism brings it in direct confrontation with the BJP. While the leaders belonging to the Kashmir valley support retention of Article 370 those hailing from Jammu region support its abrogation though publicly they side with the masses.
Though for the first time the BJP has been able to share power, it has started witnessing slight erosion in its ideology and policy. When in opposition BJP leaders were seen clamouring over abrogation of Article 370 but since the last one year the tone and tenor on the issue has been lowered and after joining hands with Mehbooba Mufti the BJP leaders have been told in clear terms by the Central Government and by the PDP that they should stop raking up controversial issues. So when in power the BJP leaders have forgotten about one Nishan, one Pradhan and one Vidhan. Its leaders have forgotten about grant of citizenship status to the refugees from West Pakistan and other issues.
As far as separatists are concerned whenever they find the going tough they rake up the Kashmir issue. If it does not work they rake up the issue of grant of right of self-determination. If it does not work they rake up the issue of implementation of UN resolutions on Kashmir. If it too does not work they leave for New Delhi where they meet some senior functionaries at the Pakistan embassy, including the Pakistan High Commissioner.
If any party that has learnt to play the opposition role is the Panthers Party Chief, Harsh Dev Singh. He is not concerned about Article 370, about autonomy or about self-rule. He is concerned about day to day problem of people in the state. He berates the Government over long attachment of favourite teachers. He berates the Government over the non-payment of monthly salary to a section of teachers. He criticizes the Government for having ordered early transfer of some employees. He is worried over energy crisis, over unemployment. He is a constitutional expert and an eminent lawyer and former legislator but issues pertained to either the constitution of India or that of the state do not worry if as much as peoples' distress and discomfort.
