It is pertinent to mention that before assembly election these leaders claimed to bring 'Acche Din' for the people of Jammu and Kashmir but their own constituencies seems not more changing despite lapse of nearly two year of elected as representative.
For example, Sub District Hospital (SDH) Billawar is the lone hospital of Tehsil Billawar of district Kathua caters more than 50 thousands souls has been facing acute dearth of staff. Moreover, the Blood Storage Unit (BSU) of this hospital is not functioning despite six years of its establishment.
Rakesh Sharma, a local resident said that 80 percent staff including doctors and Paramedical, of this hospital is lying vacant in spite of repeated request to ministers and health administration.
The failure of health department to provide basic facilities and infrastructure in primary and tertiary health institutions in Billawar constituency has been causing huge load on district hospital Kathua.
BSU equipments was gathering dust in the corner of hospital due to which the people of Billawar and their adjoining areas have shifted patient to district hospitals, Government Medical College and Hospital Jammu. However the machinery was available in said SDH Billawar but laying redundant, creating lot of inconvenience to patients, in dire need of blood. A medico pleading anonymity said that there were numerous cases of delivery, accidental cases besides others in which operation was recommended by doctors, but due to non functional of BSU, all such cases have been referred to district hospital Kathua or GMC Jammu. "Locals have time and again staged protest against referral system in vogue in Jammu province but administration has failed to ensure basic facilities", medico concluded.
