NFSA, Handwara killings resonate in Assembly; NC, Congress legislators stage walk-out

SRINAGAR, May 27: Legislators of National Conference and Congress today staged a walk-out from the Assembly while raising different issues during the question hour. However, the Speaker Kavinder Gupta managed to run the show and the question hour was completed.
As soon as the house started proceedings the legislators of NC and Congress stood up and started raising slogans. NC legislators like Abdul Majeed Bhat (Larmi), Altaf Ahmad Wani (Kaloo) and Sheikh Ishfaq Jabbar displayed posters where-in the healing touch and zero tolerance were castigated.
The NC legislators alleged that the state government has failed to book the people responsible for the killing of civilians at Handwara in Kupwara district last month. They said that chastity of the school going girl has been put at stake due to the 'mishandling' of the issue that came to fore following allegation of molestation bid by the men in uniform.
MLA Kulgam, Mohammad Yousuf Tarigami also stood up and wanted to know the fate of his adjournment motion which he had moved seeking discussion on the Handwara. Following continuous persistence the speaker told him that the motion has been disallowed and as such it cannot be taken up. Gupta also said that the report about the Handwara episode would be presented in the next couple of days in the house.
As the chaos and confusion was going on the independent legislator from Langate, Engineer Abdul Rashid started heading towards the alley leading to the well of the house. He was stopped by the watch and ward staff of the assembly. At the same time the Congress legislators were also raising slogans.
Congress legislators like Asgar Ali Karbalie, Gulzar Ahmad Wani, Chaudhary Mohammad Akram, Nawang Rigzin Jora and Mohammad Amin Bhat raised slogans against the government for implementing the National Food Security Act (NFSA) in Jammu & Kashmir. They said that people want ration and not assurances or speeches from the people at helm.
While the protest was going on with respect to NFSA, the Consumer Affairs and Public Distribution (CAPD) department minister Chaudhary Zulfiqar Ali stood up and said that UPA implemented the Act in the country while as NC-Congress implemented the Act in the state. He accused the Congress legislators of enacting drama in the name of NFSA. The minister also said that the government is ready to discuss the issue on the floor of the house adding that the opposition would not want the same since they would be 'exposed'.
During the question hour as soon as the Minister for Forests stood up to give a reply he was hooted by the members of NC and Congress. They raised slogans against the minister and said that he has issued threats to the Muslims of Jammu region. The NC and Congress legislators wanted resignation of Singh and said that if this does not happen then the government should sack him.
During the melee the speaker managed to run the question hour with the ministers giving reply to the questions along with the supplementaries posed to them. There were occasions when the NC and Congress disrupted the answers being given by the ministers in response to the questions raised by legislators of ruling coalition. As the speaker did not adjourn the house the NC and Congress legislators staged a walk-out.
