With fake degrees RDD officials become JEs, AEs

Jammu, Mar 21: The Rural Development Department (RDD) is in news for bad reasons. Several work supervisors have been promoted as JEs in violation of rules.
According to sources some officials in RDD acquired three year diploma in civil Engineering during their service from private institutions. "These diplomas are not authentic as the RDD did not permit them officially to undergone the course. They were not on study leave as the same is not entered in their service books," the sources said.
"Some diploma holder JEs of RDD did not even pass two year diploma draftsman in civil engineering but they did 3 month condensed course and Govt fixed their seniority in the final seniority list of Non-technical JEs of RDD vide Govt. order No 217-Agri of 1998 dated 14-05-1998", they said adding that as per SRO-178 dated 09-05-2007(SCHEDULE-A,(Technical-IV) J.E grade 5700-10100.
"90% by deputation from PWD and 10% by promotion amongst the work supervisor's appointment by the competent authority in the RDD under the recruitment rule 1990 issued vide 5R0-133 dated 09-04-1990 and having undergone degree or three year diploma in civil engineering from recognized institution were eligible for the post", they added.
They further said in case of non-availability of eligible work supervisors under promotion quota, these posts shall also be diverted to deputation quota from PWD. "It clearly shows that a non-technical/ 3month condensed certificate holder cannot be promoted as J.E grade-II (5700-10100), neither RDD can fix their seniority in the final seniority list of J.E of ROD because they are non-technical work supervisors not JE", they added.
Sources said that however the same complaint has been forwarded to Chief Secretary and the Governor.
