| 59 ETT institutes in Valley, 267 in Jammu | | Without identifying politician owners, Minister says 125 B Ed colleges in J&K | | | Ahmed Ali Fayyaz
SRINAGAR, Aug 22: Minister of Higher Education, Abdul Gani Malik, today informed Legislative Assembly that there were as many as 125 Bachelor of Education (B Ed) degree colleges and 326 Elementary Teachers Training (ETT) institutes in Jammu & Kashmir. Even as BJP’s Ashok Khajuria had asked for names of the owners of all of these colleges and institutes, Minister identified the proprietors of only the ETT institutes and significantly did not reveal the ownership of B Ed colleges. Politicians, including a sizeable number of sitting legislators and Ministers, happen to be the owners of B Ed colleges and beneficiaries of a well-connected education mafia in Jammu & Kashmir.
In written reply to Ashok Khajuria’s starred question, which did not come up for supplementary questions and discussion due to the MLA’s absence, Minister of Higher Education, Abdul Gani Malik, informed the House that there were a total of 125 private B Ed colleges in Jammu & Kashmir---76 in Jammu division and 49 in Kashmir. Giving a break-up, Minister revealed that there were as many as 41 pr...

Early Times Special
JAMMU, August 21: The other day, former law minister, Mr Muzaffar Hussain Beigh, questioned the application of Armed Forces Special Powers Act (AFSPA) to the state of Jammu & Kashmir.
In one context, he quoted 42nd Amendment of the Constitution of India passed by the Parliament in 1976. He seemed to suggest that since 42nd amendment had not been extended to J&K, perhaps the AFSPA cannot be imposed in J&K.
Mr Beigh is a brilliant lawyer who can argue his case at the highest legal fora, including the Supreme Court. During his stewardship of the law ministry of J&K, he helped in the passage of many laws.

| | | | SUNDAY SPECIAL | | High time, lawmaker changed legislative procedures | | | Nirbhay Jammual
Jammu, Aug 22: Come Assembly session, members cry foul over the way either their questions are not admitted in the House or they are not discussed during the question hour. Well there is inherent lacuna in the basic procedure in listing questions for the question hour each day. You have starred and unstarred questions. On an average there are between 18 and 25 starred questions and over 15 to 20 unstarred questions slated for replies and discussion. No doubt the question hour starts well on time. A member gets up and reads out only the question No. He is not supposed to read out the question and that is done to save time. Reading out question No. takes not more than five se...
