Syed Junaid Hashmi JAMMU, Sept 24: Jammu and Kashmir Government has gone back on the issue of posting of beneficiaries of two categories i.e. residents of backward areas and areas adjoining the Line of Control (LoC) to their respective rural areas. According to a circular issued by General Administration Department (GAD), the condition of an RBA or Actual LoC category beneficiary serving in the rural area for seven years of his initial years in service has been made conditional. Besides this, action against the category beneficiary candidate refusing to serve in a rural area or areas near the Line of Control (LoC) has also been relaxed. Fresh guidelines are actually additions to Subsections (2) and (3) of Section 3 of Jammu and Kashmir Reservation Act-2004. The sub-section 2 which states that notwithstanding anything to the contrary contained in any law for the time being in force, any person appointed against any available vacancy on the basis of his being a resident of backward area or an area adjoining Line of Actual Control shall serve in such areas for a period of not less t...

The State Government is also likely to raise the cap to nine refills as announced by the State CAPD Minister. Azad want to be CM again
9/25/2012 12:35:55 AM
Early Times Report JAMMU, Sept 24: Former Chief Minister Ghulam Nabi Azad by announcing that he is integral part of the State politics has made his intention clear: he do aspire to be Chief Minister again. It's for this reason that he is not only constantly coming to State but he is taking more interest in the developments of the Jammu region, which he knows holds political key to the chair of Chief Minister's chair. The importance of Azad in State's politics was made more clear by Chief Minister on Jan 5 to mark the three-year of his Government, "The elections were held in the name of Dr Farooq Abdullah, Mufti Mohammad Sayeed and Ghulam Nabi Azad… and I was not in the line itself." And...

Pathetic fiscal condition of J&K notwithstanding, sr cops' "princely" lifestyles cost State exchequer
9/25/2012 12:34:44 AM
Bharat Bhushan JAMMU, Sept 24: Though J&K's fiscal health is not so good and it depends mainly on the Centre for its several projects, the "princely" lifestyles of many of its serving police officers at the cost of State exchequer are making it poorer. "Many senior police officers of the rank of district SPs and above continue to make misuse of official vehicles in violation of rules," a senior police officer said. "It is the duty of police headquarters (PHQ) to take notice of such matters and ensure that no one gets more than his actual entitlement but it has miserably failed to perform this duty," he added. As per rule, a serving district SP is entitled to keep with him only one car a...

Azad, Soz share Jammu ‘dateline’...but ‘camps’ remain drawn apart
9/25/2012 12:34:37 AM
Early Times Report JAMMU, Sept 24: Look at it as a mere coincidence or consciously prepared schedule of functions, the two tall leaders of Congress Ghulam Nabi Azad and Prof Saif-ud-Din Soz happened to be here in the winter capital of J&K almost on same dateline, both on the tour beginning Saturday. The 'factional lines' however, remained drawn in bolder contours with the two leaders and their loyalists confined to their respective engagements, not even one among the latter who attended functions with both stalwarts. The story of two Congress factions remaining drawn and distanced apart is nothing new. Nor was it expected of the duo Azad and Soz attending each other's functions or any th...

In changed Kashmir, separatists oppose political killings
9/25/2012 12:31:40 AM
Early Times Report srinagar, Sept 24: Times have changed and so has the stand of separatists on political killings. In early 90s when political activists were killed for professing a particular ideology, the separatists remained tight lipped. But, the recent killing of panchayat members has evoked strong reaction from the separatist camp. The Hurriyat (G) chairman, Syed Ali Shah Geelani while addressing a press conference after the killing of a Sarpanch at Palhalan (Pattan) in Baramulla district expressed serious reservations over such killings, he said. He said: "We are against the killings based on the political ideology. Anyone who is responsible for Sarpanch killings shall be punishe...
