| Opts for NIT instead of e-tendering | | FD flouts norms | |
Early Times Report JAMMU, Dec 14: Even as e-tendering has been made mandatory for all tenders above Rs 5 lakh, the Forest Department has flouted the Government order and opted for an NIT for works worth Rs 13 crore. The said NIT 01/2012 dated 30/10/2012 has been issued by Additional Chief Conservator of Forests (Wullar Development Authority) for various works. The NIT has been published in some local dailies in contravention of the rules set by the Government. The Contractors Welfare Association (Kashmir Province) is aghast over the NIT and has lodged a complaint with the Chief Minister and the Commissioner of the Forests. The issue has also been highlighted in some local Urdu dailies without results. The contractors while seeking re-tendering of the works have accused a JE namely Ashraf, who is booked by SVO, of giving the tender to his relative. The contractors said the department issued an NIT to give an impression that the tender did not involve more than Rs 5 lakhs. "This has been done to favour a particular person", they said. A senior contractor preferring anonymity gave reasons for publishing the NIT in a newspaper. "When the authorities want to favour a particular person, they publish the NIT in a newspaper that publishes a few hundred copies. The newspaper owner is given a hefty amount and the paper does not hit the stands that day. It only reaches the person who finally gets it. This is what has happened in this case. This is total injustice and we seek intervention of the Chief Minister", he said. The contractors have threatened legal action incase justice was not done. "We want re-tendering in the prescribed manner", they demanded. |
