Kathua consumers taken aback by PDD's whimsical billing

Kathua, Dec 14: Hapless consumers of Kathua have been astounded by inflated and irrational billing of the Power Development Department (PDD) and many of them complain that this is being done to the consumers who refuse to fleece the palms of the inspectors and meter readers of the department.
Consumers allege that the department has been sending irrational bills to consumers to harass them so that they pay them grafts to settle those inflated concocted bills.
" PDD Kathua is deliberately sending inflated bills and even the consumers who have cleared their dues are getting bills showing pending payments", said Bodh Raj, a resident. " The monthly power bill of my shop and home were cleared up to June 2012 but I got a bill showing pending payment of Rs.20000", he added.
Narrating the tale of his woes Bodh Raj told that he approached the Xen seeking redressal of my problem, but he was referred to the AEE. "The AEE directed me to immediately deposit Rs 5000/- to avoid disconnection, which I did to avoid disconnection at my shop and home, but again I got a bill showing a balance of Rs 20000/- and the AEE again started to harass me to make payment", he rued.
As if that was not enough, the PDD is arbitrarily raising the declared load of the households without informing the consumers and then sending them bills according to the load fixed by it. "I had no balance certificate attested by then AEE Kathua on April 4, 2007 and despite paying bills regularly, I have been handed over a bill showing a balance of Rs. 19,142/- which is totally whimsical", Raj said alleging that the department has started sending these inflated bills only to harass consumers so that the poor consumers are forced to pay bribes to avoid disconnections.
